<br />The following reports from the City Manager were presented:
<br />
<br /> 57-188 - "I am reporting that I had a conference with representatives of the U.S. Army Engineers
<br />at which time F.J.Bergeron,Director of Public Works was present. We met at the old Ferry Terminal and examined
<br />the condition that exists and discussed ways and means of removing the debris and a site for its disposal.
<br /> We were advised by Mr. Johnston of the Army Engineers that the City could use the En-
<br />gineer's disposal grounds near Great Bridge at no expense to the Cit~, if we so desire.
<br /> In the meantime, the Director of Public Works was instructed to confer wit~ contract-
<br />ors who might be interested in making a bid for removing and disposing of the materials necessary ro be removed.
<br />It will be much more exp~nsive than was first anticipated and an estimate of the cosz will be submit{ed as soon
<br />as the amount can be determined."

<br /> 57-189 - "I recommend that a sum in the amount of $6,000.00 be place~ on its first reading
<br />for the purpose .of moving the debris at the Ferry Terminal. After receiving a firm bid fo~ this work, should
<br />the amount be less than $6,000.00, I would recommend an amendment before final adoption."

<br /> 57-190 - "I.am reporting that the fo%lowing information from Construction Associates, con -
<br />cerning the matter referred t'6 me ar a previous Council meeting with reference ~o the closing of Bart and Clifford
<br /> Streets and also Vermont Avenue."

<br /> "This is ro ackuowledge your letter dated N~ay 20th, 1957, relative ~o recent action
<br />of the City Council in closing Bart and Clifford Streets, as well ~s its unwilling~%ess ~o close Vermont Avenue,
<br />as had been requested by this office.
<br /> As developers, and as citizens interested in the further development of Portsmouth,
<br />Virginia, we are extremely interested in causing the property involved to he used for the purpose origznally
<br />stated to the Council. The proposed ~lid-City shopping Center which is to be located on both the east and west
<br />side of U.S. Route 17-A, in the vicinity of the s~reets under discussion, has been in the planning stage for the
<br />past four years. Tluis is not an unusual situation as mos~ of the prime tenants are ou~ of state corporations
<br />of considerable magnitude and all have rather intrida~e procedures to be followed prior to the selection of a
<br />site in any.particular area. Surveys of population density, flows.of traffic, purchasing power of the neighbor-
<br />hood and proximity of competing s~ores are only a few of the factors which receive careful .study before this
<br />decision can be reached.
