<br />6th, 1955. There were many conferences and numerous reports to City Council concerning this matter from time
<br />to time. The matter was considered by a committee composed of CouLncilmen J N Howard R.E. Hawks, B.W. Baker, and
<br />R C Barclay and I G Vass, who met on November 17, 19~5, and the memorandu~ of the meeting reads as follows:
<br /> This conference was held aL the request of. I G Vass, City Manager, since we plan to
<br />purchase all of the land in the Carver Homes Project (except that purchased by the Beazley Foundation Incorporate(
<br />it was felt that we should decide, on some price to offer these people. It was agreed that Aubrey Houghton would
<br />make the original contact with the owner in an effort to determine the purchase price. We will pay an amount not
<br />to exceed $250.00 fo~ each lot. In instances where it is possible, it is advisable Eo obtain options from the
<br />owners with payment of one dollar. Mr. Barclay will draw up the option forms. Mr. Vass will request an appropri-
<br />ation from Council next Thursday November 22, 1955 '~
<br /> At a later date a conference was held at which time it was agreed that for the lots
<br />nearer to GHsport Road, the price would be increased to not exceed $350.00 per lot.
<br /> On December 13, 1955, ! recommended ~nd an appropriatio~ was made in the sum of
<br /> $10,000.00 to permit the City Manager to begin purchasing the lots.
<br /> On April 10, 1956, an additional appropriatibn in the sum of $25,000.00 was approved by
<br />~ouncil, it having been determined that the cost of lhe entire, project would be approximately $35,000.00.
<br /> I am reporting that with the exception of that property owned by Southern Wheel Company,
<br />tha.t the City of Portsmouth and the Beazley Foundation and Beazley Academy has purchased all of the property in
<br />clnded in the Carver Homes Project on the south side of Gosport Road w~h the exception of the following:
<br /> Parcels Number 37~ Lot number 39 and a portion of 40 and Parcel Number 40 including
<br />48 and 49, the ownership of which the City has been unable to determine and Parcel Number 57 of Lots Numbers 843
<br />and 844 in the name of Eula J. Irvine as shown on the map~designated as Pro~ect Number VA 44-244 and lots 62-63,
<br />64, 65~ 66, 67, 68 and 49 owned by John S. Smith, Sarah E. Smith, Pompey Jr. and Sarah Smith, Thomas A. Jordan. Jr.
<br />as show~ on the map referred to above.
<br /> I have had lots 62, 63, 64, 85, 67, 68 and 49 appraised.
<br /> Since the City has been unable to.agree on a-price to be paid for these lots, I have had
<br />them appraised by Jack B. Wilkinson of the Home Insurance Agency Inc., and I am recommending that the sam of
<br />$500.00 be offered the owner for lots number 62, 63, 64, 65, 66 and 67 each and that the sum of i950.00 be of -
<br />fered for lot number 68 it being a larger lot, and that the sum of $825.00 be offered for lot number 49, it havin
<br />frontage on Gosport Road and that the sum of $350.00 be offered the owner for lots 40 and 48:and that $350.00 be
<br />offered for lot number 39 and that $350.00 be offered for lots number 843 and 844, these being a similar umounr to
<br />that paid for all of the property surrounding said lots.
<br /> W hen this project was first considered, ar which time the Beazley Foundation purchased
<br />a portion of the properny for the Beazley Boys' Academy and later purchased additional property from the American
<br />Brakeshoe Company and the other owners and established a Recreation Center for the colored residents of the area,
<br />it was agreed that the City of Portsmouth would complete the purchase of the remainder of the area referred ro abo,
<br />in consideration of the Beazley Foundation having purchased and made:the improvements on the property they now own
<br /> We are very anxious to complete this transaction since it has taken too long already to
<br />dispose of the matter. You will observe that there was originally appropriated the sum of $35,000.00 for the
<br />purchase of this land.We have spent ro the present time approximately $27,000.00. There remains sufficient funds
<br />in the original allocation to complete the purchase.
<br /> You will also observe tha~ the three homes fronting on Gospor~ Road were nor included
<br />in the Carver Homes Project, nor o-r they included in my recommendation to purcha~se the ~acant lots ar the rear of
<br />the properties which .were a part of the Carve~ Homes Pro~ect and for which we are obligated to complete if we are
<br />to carry out our agreement with the Beazley Foundation.
<br /> I trust it will be the pleasure of the Council to concur in my recommendation 'and di -
<br />recr the City Attorney to proceed with the condemnation of the property provided the owners are unwilling ro ac-
<br />cep~ the price offered."

<br />Motion of NLr. Smith ro suspend the rules to hear from John Smith, was adopted.

<br />Mr. Smith spoke relative ro the City taking his property in the old Carver Homes project
<br />
<br />Motion of Mr. Hinton ro refer back ro the City Manager for further study, was adopted.

<br />57-224 - Motion of Mr. Weiseman that the City Manager~be authorized to proceed with
<br />if necessary, and that action be taken within fifteen days on the off-street parking

<br /> 57-225 - "I submit a contract with the United States of America and Norfolk County for
<br />extensions of water lines and reconnnend that the proper city official be directed to execute the same for and on
<br />behalf of the City and that the City Clerk be directed to attest the same and affix the City Seal there~o."
<br />
<br />Motion of Mr. Weiseman that the proper city officials be authorized to smgn the contract

<br />was adopted.

<br />57-226 - "It is in order ro elect a Chaplain for the next quarter beginning July 1,1957
<br />
<br />Motion of Mr. Kirby to go into the election of a Chaplain, was adopted.
<br />
<br />Mr. Smith nominated Rev~ W.R. Wright.
<br />
<br />Motion of Mr. Weiseman that nominations be closed, was adopted.
<br />
<br />Vote being taken, Mr. Wright was unanimously elected.

<br />57-227 - Motion of Mr. Weiseman ro suspend the rules to hear from Mr. Pilzer and Mr.
<br />
<br />Greenhood, was adopted.

<br /> Mr. Pilzer and Mr. Greenhood spoke in reference ro the elimination of the bus s~op a~
<br />High and Chestnut Sts., and requested that this stop be re-established.
