This is considered a part of the Capital Im4~rovement. Funds <br />are available in the Bond Fund Account for this project. It was so considerDd at the time that we prepared the <br />City Budget. "' <br /> <br /> Motion of lCr. Kirby~that the proper city officials be authorized to sign the con - <br />tract, was adopted. <br /> <br /> 57-219 - "I submit an agreement between the United States Department of Interior <br />and the ~ity of Portsmouth for maintaining a gauging station on Blackwater River. This is in connection with a <br />recommendation from X.D. Murden, Superintendent of the Water Department, concerning the matter. <br /> It is ~r. Murden's opinion that it will be to the best interests of the <br />City df Portsmouth if we enter into such an agreement. I concur in the recoam~endation of the Superintendent of the <br />Water Department." <br /> <br /> Motion of Mr. Kirby to concur in the recommendation of the City Manager was adopted. <br /> <br /> 57-220 - "l'am reporting that some progress has been made on clearing weeds from <br />vacan~ lots within the City. <br /> The City has completed most of its ~all lots and most of those located in <br />residential sections. We have not been able to cut the weeds on the large acreages. <br /> I hav~ had D~tective Reid, who is now serving in the capacity of Tax~ in- <br />spector to make s survey of the City and furnish me a list of the vacant lots or tracts within ghe City on which <br />weeds are growing. <br /> He has supplied me with 739 parcels of land and we are now in the process <br />o5 preparing notices to serve on individual owners of property to comply with the ordinance; however, you can <br />readily understand that it will require much work to trace down the ownership of the lots and to give pr oper notic <br />to the owners -to cDmply ;and should we have to carry a large percentage of the cases into Court, it will take some <br />nime beiore the Cou~t will be able to consider all of the cases in addition to the cases now before the Court. <br /> We shall continue to proceed the best we can under the circumstances." <br /> On motion filed. <br /> <br /> 57-221 -'"'I have inspected the proposed parking lot at the corner oi County and Ef - <br />fingham Sts., which was referred to me at a previous meeting of Council. I have not had sufficient time to make a <br />complete study ~f this- property. Before I can make a complete report, it will be necessary that I determine the <br />amount of rental the property owners w~ld require of the property and wkether or not they would expDct the City <br />to remove the buildings and other structures from the lots and if with the other off-street parking lots that the <br />City has purchased, it will be necessary for additional parking spac~ a~ this time. <br /> I trust to be able to make a more complete report in the not too far dis - <br />tsaut~: future." <br /> <br />On motio~ filed. <br /> <br /> 57-222 - "The matter concerning the parking meters on Washington Street, referred to <br />me st a previous Council meeting, is the one on which the City Council had already taken action and authorized the <br />meter~kto be installeJ. Dne to the excessiv-e work load on the. department that installs the parking mer~rs be- <br />cause of the traffic changes, we have been unable to install all of the meters authorized by a former action of <br />the Council; however, we do expec~ to complete the ~nstatlation of the meters at an early date." <br /> <br /> Motion of Mr. Baker to suspend the rules to hear from G.L. Cox was adopted. <br /> <br /> Mr. Cox spoke requesting that parking meters not be installed in the 300 block of <br />Washington St. until after the parking lots have been established and the effect, on the parking situation deter- <br />mined. <br /> Motion of Mr. Weiseman to defer the installation of parking mezers in the 300 block <br />of Washington St. until the effect of the off-street parking lots has been determined, was adopted. <br /> <br /> 57-223 - "On September 8, 1955, I madethe following report: <br /> <br /> 'Having been advised by Charles L. Levy, Director of the Public Housing Administration <br />that his office is preparing to dispose of Project VA 44-244 Carver H6mes, which consists of 544 temporary family <br />dwelling units and since it has been determined that the Beazley Foundation, Inc. has acquired a portion of the <br />land contained in the Carver Homes site and the Council has adopted a resolution concerning the removal by the <br />purchasers, the structures from the remainder of the site, I recommend that the Council authorize ahd direct the <br />City Manager to look inno the possibility of acquiring the remainder of that portion o£ the site not purchased by <br />the Beazley Foundation~ Inc., or so much thereof as is seeded for'recreation and street and park purposes, there <br />now being streets located over and across a number of the parcels of the land of the site. <br /> This letter was concurre~ in by,City Co~ncil at their regular meeting held September <br /> <br /> <br />
