Ju!y'~th, 1957. <br /> <br />On motion filed. <br /> <br /> ~57-236.- The City Manager presented the following letter: <br /> <br /> Since several of the firms in the Button's Point area have contacted your office or <br />that of the City Electrician, Mr. Trafton, concerning a system of fire alarm boxes, with no success, we are hereby <br />petitioning you as a group to do. something to rectify this Very dangerous situation. <br /> I, Loren I. Gilbert, representing Baugh and Sons Company as plant co-ordinator for <br />Civil Defense, became aware through the training classes Of Civil Defense, of the lack of facilities for the re - <br />porting of fires. The only means for reporting a fire is by telephone, which in most instances would be adequate. <br />However, if the office were to catch fire then we would be unable to summon aid. This would be especially true ati <br />night, when our plant is practically deser~ed. <br /> After talking with the other companies, in our area, as listed below, I found that <br />they are in the same predicament and they also feel thaz something should be done to rectify the situation as soon <br />as possible. It has been ten (10) years since this area was annexed and the firms were promised a fire alarm system <br />at that time. This has not been done and we feel that we have bern pressing our luch too far for tho long. Shelby <br /> Motion of Mr. Weiseman to refer to the City Manage~ for report and recommendation, <br />was adopted. <br /> <br /> 57-237 - "I submit a copy of the research study report for a capital improvement <br />program for the City of Portsmouth by the Planning Co~ssion and recommend that after the Council has had suffi, <br />cient time to study the report, that those items of improvement the Council may co,sider as priority projects, <br />be undertaken as soon as possible, certainly to the extent of preparation of plans and selection of sites or ac- <br />quisition of right of way whichever the case may be.,' <br /> <br /> Motion of Mr. Baker to Suspend the rules to hear from interested persons in refer- <br />ence to storm drains and curbs and gutters, was adopted. ~ <br /> <br />Peter Wnukoski, representing the Westhaven Park Civic Club, spoke andpresented the <br /> <br />the following petition: <br /> <br />"We, the undersignedcitizens of Westhaven Park, and adjacent area, petition the City Council of <br />Portsmouth, Va., to take immediate steps to have storm drainage, curb and gutters in,tailed in <br />Westhaven Park Section and area adjacent thereto. <br /> We feel that this in~provement is long overdue as it ~as promised to this section when annexed to <br />Portsmouth in 1948. <br /> (Signed) Leonard i Friedman, 3606 Common'ca!th Ave. and numerous others." <br /> <br /> : R.O. Taylor, representing West En~ Civic League, spoke and presented the follow- <br />ing petiti~n:~ <br /> ~ ~ ~ "We, the undersigned citizens of Kingman Heights, and adjacent area, petition the <br />City Council of Portsmouth, Virginia; to take immediate Steps re.have storm drainage, curb and gutters installed <br />in Kingman Heights section and aFea adjacent thereto. Welfeelth~t~this improvement is long overdueas it was <br />promised to this section when annexed in 19~8. <br /> <br />(Signed) ~Earl R. Keller spoke. <br /> <br /> This matter Was referred to a conference to be held in the near future. <br /> <br /> 5~-238 - "You requested that I determine the amount of revenue received from park- <br />- lng meters located on Dinwiddie and Washington. Sra., north of Queen St. The h~st estimate t~at I~ have been able <br /> to get from the City Collector's office is approximately from $.20 to $.25 Per day per meter. This compares with <br /> an average of $.50 to $,55 per day for all ~ters ~ithin the City; however, it should be kept in mind that the meq <br /> ters referred to above are two hour meters from $.05 and the others are one hour meters for $.05." <br /> <br /> . On motion filed. <br /> <br /> 57~239 - "I am .submitting the attach~ letter from Thomas F. Maxwell, City Manager <br /> of Norfolk, concerning .the City of Portsmouth canceling the amuse~en~ taxes and rents due the City of Portsmouth <br /> by the International Naval Review Con~ittee in the sum of $7,235.18. <br /> ~ ~ You will recall that a committee was named to represent the City of Ports <br /> mouth on the International Naval Review Committee and at the time the original appropriation was made ~y the City <br /> of Portsmouth to participate in the Review, the Portsmouth Comm~ tree recommended to the Council that the funds be <br />!appropriated.' At that time, I concurred in their ~ecommendation. It is my understanding that the Committee now <br /> fee~s that we should cancel the amount due ~he City of Ports~outh~for rents, taxes and licenses and for this'rea- <br /> son, I am concurring and recommend lhat the amount be canceled." <br /> <br /> <br />
