<br />At a regular meeting of the City Council, held on July 9th, 1957, there were present:
<br />
<br />A.C. Bartlett, B. W. Baker, W.E. Hinton, Frank L. Kirby, John E. Scott,
<br />R. Irvine Smith, H. Earl Weiseman, I.G. Mass, City Manager, and R.C.Barclay,
<br />City Attorney.
<br />
<br />The meeting was opened w~h prayer by the Rev. Wm. R. Wright.
<br />
<br />Minutes of the regular meeting of June 25th, 1957 were read and approved.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 57-229 - "I am reporting that the One~way Street Traffic pattern has been placed in oper
<br />ation and in my opinion is working reasonably well.
<br /> There are some bottle necks that we are correcting and there will be several
<br />additional signs to be installed as rapidly as our maintenance crew can get the work done.
<br /> In addition to the Traffic Plan in operation, I am submitting the following
<br />recommendations separately in order that you may act on them in that manner:
<br />
<br />Halifax Street.
<br />
<br />and Green Streets.
<br />Ave.
<br />
<br />recommend that no parking be permitted on Glasgow Street between First Avenue and
<br />recommend that no parking be permitted on the north side of North St. he~ween Middle
<br />recommend that.no parking be permitted on Queen Street between Kirn Ave. and Hamilton
<br />recommend that Sixth Ave. be made one-way south between High and County Sts.
<br />
<br /> I recommend that Western Branch Road be made one-way in a aorthwesterly direction betwe~
<br />Chautauqua Ave. and Broad St."
<br />
<br />Motion of Mr. Smith that the recommendations be tabled until meeting of July 16th,was
<br />
<br />adopted.
<br />
<br /> 57-230 - "I am reporting that the engineers from~the Department of Highways and Burea~
<br />of Public Roads and representatives of their consulting engineers have submitted a tentative plan. for the Inter-
<br />state Highway from Bowers Hill to Portsmouth.
<br /> A conference will be held on Monday morning ro discuss this matter, thereforE
<br />I can not give you more information~at the present time~ but may elaborate on this at the meeting on Tuesday nigh~
<br />
<br />On notion filed.
<br />
<br /> 57-231 - "I submit s letter fro~ the League of Virginia ~unicipalities concerning a
<br />legislative program to be presented at the annual conference to be.held in September, and sugges~ that if any mem-
<br />ber of Council has any legislation that they would like to have pla~ed~in the~legislative program that they make
<br />it known."
<br /> On motion filed.
<br />
<br /> 57-232 - "I am submitting an amendment to the weed ordinance. The purpose of this
<br />amendment is to exempt large tracts~3 of land such as industrial sites and marsh land from the weed ordinance.
<br />In my opinion, if we are able zo enforce the ordinance to require all owners of land to clear their land within
<br />two hundred feet of a building, we will have accomplished the purpose for which the ~ din~uce was intended.
<br /> I believe that there are very few lots in the residential sections that
<br />would nor come within the ordinance, if amended, and it would still protect the. buildings from fire and other
<br />hazards that might be caused by irowth of weeds and trash on vacant lots."
<br />
<br />Motion of Mr. Kirby ro place the following ordinance on first reading, was adopted:
<br />
<br /> '~AN ORDINANCE TO AMEND ~HE CODE OF THE CITY OF POrTSMOUTH,VIRGINIA, 1951,
<br /> BY ADDING THEP~TO ANEW SBCTION TO BE KNOWN AS~SECTION .1t-11.1, MA~ING IT
<br /> UNLAWFUL FOR FAILURE TO CUT AND. REMOVE WEEDS, TRASH, ETC."
<br />
<br /> 57-233 - "Pumsuant to a resolution adopted by you on the llth of June~ 1957, I offered
<br />for sale, at public auction~ for'cash, in front of the Court House, inthe City of Portsmouth, Virginia, az 1~
<br />o'clock noon, on Tuesday, ~uly 9th, 1957, the five lots of land at the northwest corner of North St. and Second
<br />Ave. , after first having given ten days' notice of the time, place and. terms of the sale, by advertisement in the
<br />Norfolk Ledger-Dispatch-Portsmouth Star, a daily newspaper published and having general circulation in this City.
<br />Several persons bid on t he property at the sale, and the best and highest bid was made by the Ambassador Club of
<br />Portsmouth~ Inc., which offered the sum of Twenty-Six Hundred and Fifty Dollars ($~,650.00) for the property.
<br />I recommend that the offer be accepted and that the property be sold to the
<br />purchaser at that price, and that the proper officers of the~ City be directed to execute a Deed for the property.
<br />
<br /> Motion of Mr. Weiseman to concur in the recommendation and that the p~oper officials be
<br />authorized ro sign the deed, was adopted.
<br />
<br /> 57-234 - "I recommend an amount in the sum of $5,00~.00 be placed on first reading for
<br />the purpose of purchasing a lot and building on the south side of County St., west of Chestnut St., a portio~ of
<br />the lot to be used for widening County St., the remainder of the lot can be disposed of at such time as the Coun-
<br />cil deems suitable and the building is of no value and should be removed from the premises."
<br />
<br />Motion of Mr. Hinton to place an appropriation of $5,000.00 for said purpose on first
<br />
<br />reading, was adopted.
<br />
<br /> 57-235 - "In the pas~ several months, you have received communications from the Ports-
<br />mouth Gas Company, John W. Williams~ the Portsmouth Theatres ~ssociation and the Portsmouth Retail Grocers' Asso-
<br />ciation for a conference to discuss matters concerning their various taxes. I recommend that a date be fixed, at
<br />which time the representatives of the above can be heard in conference."
