<br /> 57-258 - "I submit the attached copy of a letter addressed to the City Council and
<br />signed by A.J. Mapp, Sr., Superintendent of Schools, recommending That the School ~Board award contracts for the
<br />construction of the Port Norfolk and Mt. Hermon Schools to James T. Copley, Portsmouth, Va., in the sum of the
<br />contract price bid for the Port Norfolk School, of $344,029.00 and the ~Mt. Hermon School in the sum of $352,983.0(
<br /> I concur in the recommendation of the Superintendent of Schools."

<br />Motion of ~r. Kirby to concur in the recommendation .of the City Manager, was adopted.

<br /> 57-259 - "I am reporting that s copy of the application of the Chesapeake and Potomac
<br />Telephone Company of Virginia for an increase in rates to the State Corporation Commission has been submitted to
<br />me, a copy of which is hereto attached. I am also submitting copies of a letter from Harold I. Baumes, Secre-
<br />tary of the Utilities Committee of the Virginia League of Municipalities, which outlines my position in this
<br />
<br /> I am sfrongly of the opinion that the communities served by the Chesapeake
<br />and Potomac Telephone Company should provide sufficient funds 5o ~employ competent personnel 5o determine if the
<br />rate increase is necessary and justified. I would recommend that the City of Portsmouth participate in such an
<br />investigation if all or a large ,portion of the other larger communities served by the Chesapeake and Potomac
<br />Telephone Company would agree To contribute their proportionate share. As soon as Mr. Baumes has received replies
<br />to his letter, we will then be in a position To know what the other cities are willing to do.
<br /> I do not believe that a small amount of funds contributed by only a few of
<br />the communities would be sufficient to be of any benefit To any of the communities in this case. I therefore
<br />withhold any recommendation to City Council concerning this matter until the League Secretary has received the
<br />information he has requested."

<br />Manager, was adopted.

<br /> 57-260 - "I recommend that the sum of $5,000.00 be placed on first reading, for the
<br />purpose of defraying the cost of annexation proceedings."

<br />Motion of Mr. Kirby to place an appropriation of $5,000.00 for said purpose, on first
<br />
<br />reading, was adopted.

<br /> 57-261 - "I submit hospital agreements for the care of State-Local Hospitalization
<br />Plan between DePaul HoSpital of Norfolk and Riverside Hospital of Newpor~ News, Virginia, and recommend that the
<br />City Manager be authorized and directed to execute the same for and on behalf of the City of Portsmouth's"
