Motion of Mr. Baker ~o suspend the rules To hear from interested parties,was adopted. <br /> <br />Albe~t Hedgepeth spoke and presented petitions opposing the sanitary land fill in West- <br />H.R. Davis spoke, opposing this. <br /> <br />Motion Or.Mr. Smith that this project be abandoned, was adopted. <br /> <br /> 57-253 - "You referred ~o me at s previous Council meeting the question of working <br />prisoners to clean vacant lots. <br /> <br /> I have referred to the State Code concerning working prisoners. I am of the <br />opinion that prisoners can be worked on City-owned property only and that it would require a request to the Direc- <br />rot of Welfare and Institutions and he would in turn request the Judge of the local Court to enter an order autho- <br />rizing the Sheriff or City Sergeant to turn over to the City the prisoners requested for work and it would also <br />require the employment of s guard, satisfactory to the Court, to have charge of the prisoners and quite a few <br />other details would have to be worked out. <br /> <br /> I do not recommend working the prisoners at this time as it would require toe <br />long to set up the proper procedure to follow." <br /> <br /> Motion of Mr. Kirby to lay this matter on the table, was adopted. <br /> <br /> 57-254- "You referred to me at a previous meeting the question of investigating con- <br />ditions of traffic at the intersection of King Street and Elm Avenue. I am reporting that we have painted lines <br />and have installed signs at this intersection that in my opinion, will remedy the condition referred <br /> <br />On motion filed. <br /> <br /> 57-255 - "You referred to me at a previous .meeting of Council the question of reportin <br />on barges, etc. at the West Norfolk Bridge. <br /> I ~m submitting a map indicating the corporate limit lines with reference to <br />the location of said barges and I am.also reporting information received from the CZ y Collector concerning the <br />taxes and o~nership of certain properties referred to me." <br /> <br />On motion filed. <br /> <br /> 57-256 - "At a previous meeting of the Council, I recommended that Sixth Avenue be <br />made one-way south from High St. to County St. At that time I did not have before me the amended ordinance setting <br />up one-way streets. I was under ,the impression.Ghat County St. became s one-way street at the intersection of Sixt~ <br />Ave. rather than Seventh Ave. <br /> Since reviewing the ordinance, I find I was in error and for this reason I am <br />~ithdrawing my recommendation on making Sixth Ave. one-way between High and County Sts. <br /> I also recommend that Western Branch Road be made one-way in _a northwesterly <br />direction between Chaunauqua Ave. and Broad St. Since this recommendation was ma~e with the idea that it would im - <br />prove the traffic condition on Virginia Avenue at High Street by diverting a portion of the traffic entering <br />High Street to Broad S~reet a nd thence to Kirn Avenue, it is probable that a portion of the traffic will automati- <br />cally use-the Broad, Kirn-Street intersection due to the traffic szgnal on High St. being located at the High and <br />Kirn intersection and if this is true, it will not be necessary to make that section of Western Branch Road a one- <br />way street referred to above. <br /> I therefore request that this recommendation be tabled until sufficient time <br />has elapsed to determine if .traffic will not automatically follow the pattern for which the one-way street was in- <br />tended." <br /> <br /> On motiOn filed. <br /> <br /> 57-257 - Motion of Mr. Weiseman that north-bound traffic on Washington St. <br />to make a left turn at'High St., was adopted. <br /> <br />be permitte6 <br /> <br />by the following vote: <br /> <br />MOtion of Mr. Smith to place the following ordinance on first ~eading,was adopted, and <br /> <br />"AN ORDINANCE ~O A~ENDAND RE-ORDAIN SECTIQN 30-142.3 OF ARTICLE VII OF <br /> CHAPTER 30 OF THE CODE OF THE CITY OF PORTSMOUTH 1951, RELATING TO ~_NE- <br /> .WAY STREETS" <br /> <br />Ayes: Baker, Hinton, Kirby, Smith, Weiseman <br />Nays: Bartlett,. Scott <br /> <br />Motion of Mr. Smith to suspend the rules to hear from J J Garner, was adopted. <br /> <br />Mr. Garner spoke relative ro left turn from High Street into Western Branch Road. <br /> <br /> ~Motioa of Mn. Bakem to-SUSDond the rules to hear from any persons interested in County <br />Street being one way, was adopted. <br /> <br />The following people~spoke opposing~County Street being one-way: <br /> <br /> ¥.Lo Pearsall, C.M. Davenport and Clinton O. Crawfond <br /> <br /> Motion of Mr~ Hinton to lay on the table the matter of making County Street two-way, <br />and that the City~anager have a s~rvey made of the amount of t~affic rising. County Street, was adopted, and by the <br />following vote: <br /> Ayes: Bartlett, Hinton, Kirby, Scott, Smith, Weiseman <br /> Nays: Baker . ~ <br /> <br /> Motion of Mr. Baker to refer to the Planning Commission for investigation and report <br />the opening of County Street across the Belt Line Railroad tracks, was adopted. <br /> <br /> <br />
