26 <br /> <br />.Tulv 2~rd. 1957. <br /> <br />At a regular meeting of the City Council, held on July 23rd, 1957, there were present: <br /> <br />A.C. Bartlett, B. W. Baker, W.E. Hinton, Frank L. Kirby, John E. Scott, <br />R. ~rvine Smith, H~-Earl Weisemau, t.C~Vass, City Mmlager, and R,C.Barclay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by Rev. W. R. Wright. <br /> <br />Minutes of regular meetings of July 9th and July 16th, 1957, were read and approved. <br /> <br />The following repor~s~ from the City~ Manager were read: <br /> <br /> 57-249 - "I recommend nhat the £ollowing unexpended balances of appropriations made <br />for' the fiscal year ending June 30th, 1957) be earried forward: <br /> <br />Traffic Controls <br />Purchase of Land at Carver Homes site <br />Ferry Debris <br />Tidewater Historical Drama <br />Parking Lots - Bond Fund <br />For the Purchase of Land for Schools <br /> from Utility Ta~ Funds - <br /> <br />$24,667.19 <br />10,364.46 <br />6~000.00 <br />lO,O00.O0 <br />200,000.00 <br /> <br />10,816.75." <br /> <br />Motion of Mr. Weisemau to concur in the recommendation of the City Manager was adopted. <br /> <br />57-250 - "I submit the attached resolution and recommend its adoptien." <br /> <br />"V~EREAS, there is available to the City of Portsmouth, Federal <br />and State Highway Construction funds on a 50-25-25% matching <br />basis, and <br /> WHEREAS, certain primary highways within the City.are badly in <br />need of construction or reconstruction <br /> NOW THEREFORE BE IT RESOLVED by theCouncil of the City of <br />Portsmouth, Virginia, that the proper officials of the Highway <br />Department be requested vo survey for the purpose of construction <br />or reconstruction on a matching basis as provided by law the fol- <br />lowing highways: <br />(a) Rouze 17 (Elm Avenue) between High Street and County <br />Street and between Jefferson Street and George Washington Highway <br /> (b) Route 460 Alternate (washington Street extended) between <br />Lincoln Street and Gosport Road over a new location generally known <br />as the Gilme~ton ~treet Railway Right of Way. <br /> (c) Ro ~te 58 (Airline Boulevard) between the West Corporate <br />Limits and High Street, and <br /> <br />BE IT FURTILER P~SOLVED that the City Council agrees to appropriate <br />its share of the cost of said projects when said amount has been <br />determined and that the City Manager be directed ~o forward a copy <br />of this Resolution to W.F. Smith, Urban Engineer for the Department <br />of Highways, with the request that the survey be begun ar an early <br />date." <br /> <br />Motion of Mr. Baker ~o suspend the 7rules to hear from Willard J. Moody, was adopted. <br /> <br /> Mr. Moody, representing Nix and David, spoke opposing the extension of Washington St. <br />through the old Gilmerton Street railway right of way. <br /> <br />Motion of Mr. Smith to lay on the table until the next regular meeting, was adopted. <br /> <br /> 57-251 - "I am in receipt of an estimate of the cost of installing fire alarm boxes <br />to serve the manufacturing plants located south of the Naval Shipyard. A request for such service was submitted <br />to Council at a previous zeeting. The estimated cost of the materials required is $4,818.75 for a telegraph sys- <br />temo This does not include labor, but consideration has been g~ven to having the work done by our regular forces. <br />If we can accomplish this, there would be no additioknal cost for labor. <br /> The question of using telephone systems for~this purpose has been discussed <br />and I have been i~formed by the Chesapeake and Potomac Telephone Company that under a Federal Regulation, they ar~ <br />noz permitted to ~urnish additional services of this type at this time; however, we are now under contract with <br />the Telephone Company ~o provide Police telephone service and we have a number of vacant lines in our Police tele- <br />phone switchboard and We can add police telephones to our system at the rate of $3.00 per month per telephone plus <br />the cosz per mile for extending the system into this area. <br /> I have been unab~ to determine from the Fire Underwriters if the telephon~ <br />system would be agreeable to be handled through the Police Department. We have s direct telephone connection between" <br />the Police and Fire Department operators. <br /> I have arranged for a conference with the representatives of the several <br />plants at lO:O0 A.M., July 24th, 1957, for the purpose of determining the exact type of service they are request- <br />ing. I expec~ to make a complete report at the next regular meeting of Council." <br /> <br />Motion of Mr. Smith ~o suspend the rules t o hear from Jess Alspaugh. <br /> <br />Mr. Alspaugh spoke mn reference to the present fire alarm system in the City. <br /> <br />Motion of Mr. Kirby that this matter be received and filed, was adopted. <br /> <br /> 57-252 - "Ism reporting that we are making progress in plans discontinuing the City <br />dump az Truxton. At the presen~ time we are in the process of acquiring the additional land for the Portsmouth <br />School Board for the Westhaven playgrounds and we are conditioning this property for a playground." <br /> <br /> <br />
