Trafton, Electrical Superintendent." <br /> <br />Motion of Mr. Hinton that the report be received with no further action, was adopted. <br /> <br /> 57-270 - "At a previous Council meeting, you referred to me a request from the Robert E. <br />Lee Parent Teachers'Association concerning traffic conditions with particular reference to one-way streets and re- <br />Ioeati~gLno parking signs. I am reporting that I have had a survey made and have found that the traffic movement <br />on the streets suggested to be made one way is not sufficient to justify one way streets; however, we are willing <br />to move the no-parking signs to the opposite side of the street as requested in theYreport. I believe it is more <br />matter of opinion concerning the hazard incurred from having the cars park at the curb. <br /> The children who are occupying the cars have less risk in approaching the <br />school; however, those who are walking or who are required to park in the opposite side of the street could be <br />exposed to a greater risk, se under the circumstances, we believe that the request is justifiable and we are rec- <br />ommending that the change he.made." <br /> <br />On motion filed. <br /> <br /> 57-271 - "t recon~end that the rent paid by the Chamber of Commerce Committee of the <br />Armed Forces Day be refunded in the sum of $75.00." <br /> <br />~Motion of Mr. Kirby that the refund be granted, was adopted. <br /> <br /> 57-272 - "I recommend that the sum of $15,000.00 be placed on first reading for the pur- <br />pose o£ purchasing land and constructing roads and other necessary improvements to provide for a land fill west of <br />the City, under which the City has a contract to purchase the land." <br /> <br />reading, was adopted. <br /> <br />Motion of Mr. Scott to pla~e an appropriation of $t6,000.00 for said purpose on first <br /> <br /> 57-273 - "I recommend that the sum of $5,000.00 be placed on first reading for the pur- <br />pose of purchasing the necessary material and installing a fire alarm extension ~o the present system to serve <br />the industrial area south of the Naval Shipyard located generally along Route 337." <br /> <br /> Motion of Mr. Hinron to place an appropriation of $5,000~00 for said purpose on first <br />reading, was adopted. <br /> <br /> 57-274 "At a previous meeting of the Council, you ,referred ro me the request from the <br />Lion's Club to use a vacant lot for the sale of Christmas trees. <br /> I am reporting that I have investigated this request and the lot is located in <br />a residential;sec~tion.. I can.see noobjection to using the.lot for the purpose'for which the request has been <br />made, provided there is no parking permitted on Airline Bonlevard and that all stopping and parking~o{ vehicles be <br />on either Grove St. or Louisa St., adjacent to this property. <br /> Where any type of ~erohandise is purchased'for resale, it is considered busi- <br />ness and requires a business license and the City Collector is prohibited from issuing licenses for bubiness pur- <br />poses in a section zoned as residential properzy. Lee, Supt., <br />Social Service Bureau: <br /> "We wish to call attention of the City Council that only $500.00 of State-Local APT]) <br />funds was allocated ~o our City for ~he year 1957-58. As we are currently using $277.50 per mon~h of fun&s hppli- <br />cable to this category, we shall not have enough for two months.Thi~ ~ii1 necessitate use of 100% local funds to <br />cover the balance required. We had requested $2~700,000.00 for the year (anticipating increased monthly need). <br /> Need for ~hese fuRds arises from a requ~rement~to exceed ~he $60.00 federal maximum <br />grant for nursing home cases. As you know, Patrick Henry Hospital charges a minimu~o£ $90.00 per month. We allo~ <br />only $60.00 to the local homes for the aged, both negro and white, as the Co~m~unity Chest contributes and as the $ <br />City Physicians render se~vices.to our local clients. Those patients who can-nbt be cared for locally are sent I <br />to Patrick Henry as long as beds are available. When we cas not get beds at Patrick Henry, we have to pay about th8 <br />maximum of Patrick Henry ($135,00 for cancer patients~, wherever we can make the best plan. <br />. We~ are tbld the State Department or-Public Welfare could not be better by Portsmouth <br />as the Governor refuses to transfer funds available in other categories for use in APTD.
