Au~t 13th. 1957. <br /> <br />Motion of Mr Smith to plac~ on first reading the following ordinance, was adopted: <br /> <br />"AN ORDINANCE TO ANENDAND RE-ORDAIN SECTION 30-135.1 OF THE CODE OF TPLE <br />CITY OF PORTSMOUTH" <br /> <br /> 57-277.- "At a previous conference of the Council, representatives of the Portsmouth <br />Gas Company, theatres and others appeared before you and presented their request for a reduction in certain tax <br />levies. I have been requested by the Attorney of one of the interested parties to place this matter on your <br />agenda. I do not recommend making any changes in the tax structure at this time." <br /> <br />Motion of Mr. Hinton To suspend the rules to hear from Clyde W. Cooper, was adopted. <br /> <br /> Mr. Cooper spoke requesting the Council to take action on the Portsmouth Gas Company's <br />request for relief on the utility tax. <br /> <br /> Motion of Mr. Hinton that action on th~ matter be deferred until a conference of the <br />Council can be arranged, was adopted. <br /> <br /> 57-278 - "I am reporting that bids were received at my office today for demolition of <br />buildings~0n the three parking lots. The following submitted bids: <br /> <br />John C.'Holland Enterprz~es <br />A.B.C. Demolition Corporation <br />Faltz Building and Wrecking Service <br /> <br />$9,972.00~ <br />14,600.00 <br />15,765.55 <br /> <br /> John C. H~lland Enterprises having submitted the lowest bid, I recommend <br />that this firm be awarded the contract, and that the proper city officials be .authorized to execute the same when <br />prepared and approved by the City Attorney." <br /> <br />Motion of Mr. Baker that contract be awarded to the John C. Holland Enterprises, was <br /> <br />adopted. <br /> <br />Motion of ~Mr. Kirby that the off-street parking lots be controlled by parking meters, <br /> <br />was adopted. <br /> <br /> 51-279 - "In accordance with the Code of the ,City of Portsmouth, I am reporting that <br />I have accepted the resignation of Mr. Pague and have appointed Quinn F. Humphries, Sr., to fill the vacancy <br />caused by the resignation of Mr. Pague as Deputy License Inspector for the City of Portsmouth." <br /> <br />On motion filed. <br /> <br /> 57-280 - "This item is not on your agends for today, but you will recall that at a <br />~onference the question of X~ray service at the Portsmouth General Hospital ~as discussed at lbngth and it was <br />determined that our contrac~ with the hospital did not include X-ray service for the patients. <br /> After discussing this matter at length with Mrs. Lee of the Social Service <br />Bureau, it has been determined that the State will not participate in the payment of bills of this nature unless <br />they are included as part of the hospitalization program and for this reason, we have discussed with the Edmini- <br />strator of the hospital the matter and he,has agreed ~o include this service with the hospital~ ation provided <br />the City will agree to increase the ra~e from $15.50 perday ~o $16,00 per day on a trial basis ro extend from <br />the present time until December 31st of this year, <br /> I recommend that the ~ouncil approve the added amounL ~o the rate for <br />treating medically-i~digent patients on this trial basis." <br /> <br />Kirby to table until next meeting, was adopted. <br /> <br /> 57-281 - Motion of Mr. Smith that a proper resolution of appreciation be drawn and <br />forwarded to each person or organization having ~ything~o do with the .recent fire at the Monroe Hotel, was <br />adopted. <br /> <br />UNFINISHED BUSINESS <br /> <br />remd~: <br /> <br />57-250 - The following resolution, laid on table at last meeting, was taken up and <br /> <br />"WHENEAS~ ~e is ayailable To the City of Portsmouth, Federal and State <br /> Highway Construction funds, on a 50r25-25% matching basip, and <br /> WHEREAS, certain Primary Highways~ithin the City are badly in need of <br /> construction or reconstruction, <br /> NOW, THEREFORE,.BE IT RESOLVED by th9 Council of the City o~ Portsmouth,. <br /> Virginia, that the proper officials of the Highway Department be requested <br /> ~o survey for the purpose of constrDction or reconstruction on a matching <br /> basis as provided by law th~ following Highways: <br /> a. Route 17 (Elm Avenue) between High Street and County Street and <br /> between Jefferson Street and George Washington High%vay. <br /> b. Route 4~ A~ternate ,(WashingD~on Street exzended) between Lincoln <br /> Street and Gosport Road over s new location generDlly known as the Gilmerton <br /> Street Railway Eight of Way. <br /> c. ~oute 5~ (Airline Boulevard)between the West Corporate Limits and <br /> High Street, and <br /> BE IT FURTHER RESOLVED that ~he City Council agrees xo appropriate its share <br /> of the cost of said projects when said emoun~ has been determined and that the <br /> City Manager be directed ~to forward a copy of this Resolution to W.F. Smith, <br /> Urban Engineer for the Department of Highways, wit~ the request that the survey <br /> be begun at ~n early date.~' <br /> <br />On motion of M~.
