<br />At a regular meeting of the City Council, held on August 13th, 1957, there were present:
<br />
<br />B. W. Baker, W. E.Hinton, Frank L. Kirby, John E. Scott, R. ~Irvine Smith,
<br />H. Earl Weiseman, I.G. Vass, City Manager, an'd n.C. Barclay, City Attorney.
<br />
<br />The meeting was opened with prayer by the Rev. ~.R. Wright.
<br />
<br />Minutes of the previous meeting were read and approved.
<br />
<br />The following~reports from the City Manager were~ read:
<br />
<br /> 57-265 - "I am informed by W.S~ Scott, Assistant Construction Engineer, Department of
<br />Highways, that a contract has been awarded to A~es and Webb~ Incorporated, No~folk, Va., based on their net bid
<br />of $558,390.87 to which ten per cent engineering and contingencies~has been added, making a total of $614,225.95
<br />subject to the concurrence of the City of Portsmouth and the Bureau of Public Roads. This contract is for Route
<br />17 Project No; 1864~71 and Route 17A Project No. 2064-70-71 Federal Project U-119 (1) U-124-1 (1).
<br /> I recommend that the City Council concur in the action taken by the DepartmenI
<br />of Highways in awarding the contract for these projects to Ames and Webb, Inc., Norfolk,Va., in the amounts re -
<br />ferred to abo~e."

<br /> Motion of Mr. Hinton to concur in the action of the Deparzment of Highways in awarding
<br />th~ contrac~ to Ames and Webb~ was adopted.
<br />
<br /> 57-266 - "I~ recommend that an invoice due Grose Brown and Frye Advertising Agency in
<br />the amount of $573.04 for work done on 16,000 copies of copies of the Arme~ Forces ~eek.folders be paid from the
<br />appropriation in the City Budget for development of the City industrially and otherwise and that the amount of
<br />$500.00 be paid to the~ Virginia Travel Council for distributing more ~ham 50,000 Portsmouth folders throughout
<br />the entire eastern section of the United States, over the territory in which the Travel Council operates. This
<br />item also to be paid from the appropriation for the development-of the City industrially and otherwise.
<br />
<br />Motion of-Mr. Kirby to lay on the tab~e, pending-a conference, was adopted.
<br />
<br /> 57-287 ~ "You will find before ~ou on the desk a copy of the annual report of the Plan-
<br />ning Commission as provided by Section 20-15 of the Cit~ Code. This material h~s ~ee~ prepared and presented
<br />by Paul S.· Dulaney, Planning Director."

<br />Motion of Mr. Baker to suspend the rules to hear £~om interested parties, was adopted.
<br />
<br />Thomas~ A. Jordan and John Smith spoke objecting to the price offered for their homes.
<br />
<br />Mot ion of Mr. Baker that this ma~ter be referred to a conference was lost.

<br />On motion of Mr. Scott, the following resolution was adopted:
<br />and Mr. Smith voting 'No'.
<br />"Be it Resolved by the Council of the City of Portsmouth, Virginia, that it is
<br />necessary f~the City to acquire the following parcels of land to be used for
<br />park purposes, and the City ~an~ger of the City is hereby authorized and ~directed
<br />to offer to the owners of t-he several parcels, the following sums of money for the
<br />fee simule interest in'-said land, n~amety:

<br /> To Thomas A Jordan, Jr.~ Henrietta J. ,Grogan, Alease J. Stevenson and Grace A.
<br />Jordan and any other owners thereof, the sum of Five Thousand Dollars ($5,000.00) for
<br />the p~operty numbered ~711 Gosport Road, comprising lots Numbers 67,68,69 and 70 on
<br />the plat of the land of the I.e. Ivey Estate, recorde~ in the Clerk's Office of the
<br />Circuit Court of Norfolk County in Map Book 3~ page 66, except such portions of said
<br />land as ~as acquired by the City of ~Portsmo~t~.
<br /> To Alton Smith and any other owners
<br />thereof~ the sum of Thirty-five Hundred Dollars ($3,500.00) for the property numbered
<br />1715 Gosport Road, comprising lots Numbers 64,65,66, 71, 72 and 73, on the plat of
<br />the I.O. Ivey Estate, recorded in the Clerk's Office of the Circuit Court Qf Norfolk
<br />Countyin Map Rook 3, page 66, except such portion of said land as was acquired by
<br />the City of Portsmouth.
<br /> To John Smith and any other owners thereof the sum
<br />of Six. Thousand Dollars ($6,000.00) for the property numbered 1719 Gosport Road, eom -
<br />prmsing lots Numbers 62, 63, T4 and 75 on the plat of the I.e. Ivey Estate, recorded
<br />in the Clerk's Office of the Circuit Court of Nc~olk County in Map Book 3, page 66,
<br />except such portion of said land as was acquired by the City of Portsmouth." *

<br />On motion of Mr. Hinton, the following resolution was adopted:
<br />
<br />"Be it Resolved by the Council of the City of Portsmouth, Virginia, that it is neces-
<br />sary for the City to acquire the following parcels of land to be used for off-street
<br />perking purposes, and the City Manager of the City is hereby authorized and directed
<br />to offer to the owners of the several parcels the following sums of mo~ey for the
<br />fee simple interest in said land, namely:
<br /> To: Aubrey G. Sweet, Sr. and Jack Zimmerman the sum of Sixty-five Hundred
<br />Dollars ($6500.00) for the lot of land owned by them on the north side of County St.,
<br />between Crawford and Middle Streets, fronting thirty one (31), more or less, on
<br />County St., and extending back a depth of one hundred and thirteen (113) feet.
<br /> To: Hattie Wallace, Fannie Irving, Hattie Pugh, Archie ~all, Willie Hall,
<br />Earleen Smith, Bertha Willis~ and Clarence Young~ the sum of Six Thousand Dollars,
<br />($6,000.00) for the proper~y known as 702 County St., fronting thirty (30) feet on
