Raad which was originally named Naval Place from Third St. to Green St. <br />be changed back to Naval Place. <br /> Please be advised that I have a similar request dated December 2nd,1953,whic~ <br />ar that time was presented to City Council with a recommendation that some action be taken to correct the simi- <br />~larity of this strect and avenue, since there ~s an avenu~ within the City limits of Portsmouth now known as Nava~ <br />Avenue. At the_time the recommendation was made, in 1954, I had received s request from the Postmaster Samuel F <br />Kirby, to adjust and change the names of numerous streets that were in conflict within the City and County. <br /> The Council, at that time, referred the request back to me for a further <br /> study;after discussing the question at length with our City Attorney, we decided that it would be best to wait <br /> until the Annexation Case was_determined before taking action since the City had ac authority to change the <br /> names of any of the streets lying within the County~ <br /> <br /> I am of the opinion that something should be done about the street names to <br /> remedy the conflict that is caused by duplicate or similar names; however, since our.annexatio~ case is nearer a <br /> decision than it has been at any time ~n the past, I recommend that the matter be held in abeyance until after <br /> the annexation case has been tried on its merits at which time.the matter should have the full attention of the <br /> Council in correcting the names of the streets." <br /> <br />On motion filed. <br /> <br /> 57-377 - "I am reporting on the findings of R.T. Trafton, Superintendent of the Elec- <br />trical Department,~ who made a survey and traffic count at Detroit St. and Chautauqua Ave. Mr. Trafton states <br />that in his opinion, a traffic signal is not warranted at this intersection and I therefore concur in his report. <br /> <br />On motion filed. <br /> <br /> 57-378 - "At a previous Council meeting the question of the elimination of left-turn <br />restrictions either at High and Sixth Ave., High and Second Ave. or High and First Ave., between 4:00 and 6:00 <br />P~M., was referred to me for consideration. <br /> Please be advised that I have rechecked these intersections and I have been <br />unable to find any reason for changing my former recommendation which coincided with the Smith Report." <br /> <br /> Motion of Mr. Baker that lef~ turns be permitted at Sixth Ave. and High St. and First <br />Ave. and High St., was lost, and by the following vote: <br /> <br />Ayes: Baker, Smith, Weiseman <br />Nays: Bartlett, Hinton, Kirby, Scott <br /> <br /> 57-379 - "I recommend that the diremtion of traffic on Glasgow Street, between Craw- <br />ford and Effingham Streets. be reversed ~o an easterly direction rather than westerly, as it now is." <br /> <br />Motion of Mr. Kirby to place the following ordinance on first reading was adopted: <br /> <br /> "AA- ORDINANCE TO AMEND AND P~E-ORDAIN ARTICLE VII OF CHAPTER 30 <br />OF THE CODE OF THE CITY OF PORTSMOUTH, 1951, RELATING TO ONE-WAY STREETS" <br /> <br /> 57-380 - "I am reporting that work is progressing according to schedule on all three <br />parking lots. King Square parking lot should be completely paved by the end of this week. Proctor Square park- <br />ing lot ~as been cleared of all s~ructures and is ready for paving and we expect to begin this work as soon as <br />King Square is completed. Edinburgh Square parking lot is being cleared of all structures and the City Attorney <br />has been furnished all maps and information necessary for condemning the lot owned by Aubrey Sweet and Jack Zim- <br />merman, it being the only parcel in the entire area on which we were unable to negotiate a settlement. As soon <br />as the lot is cleared, we will begin paving." <br /> <br /> Motion of Mr. Baker that the contract he awarded ~o Viola Brothers to pave the other <br />parking lots at same price as the first one, was adopted. <br /> <br /> 57-381 <br /> - "I submit the following report from the Superintendent of the Water Department <br />X.D. Murden, and concur in his recommendation that the work be awarded W.C. Fray, the low bidder in the sum of <br />$26,801.00 and recommend further that the proper city official be authorized and directed ~o execute the same <br />for and on behalf of the City and than the City Clerk attest tbs same and affix the City Seal thereto." offi- <br /> <br /> Motion of Mr. Kirby that the contract be awarded W.C.Fray and that the proper city <br /> rials be authorized to sign the contract, was adopted. <br /> <br /> <br />
