October 22nd, 1957. for the purpose of purchasing polio vaccine, this item having been carried over from a previous meeting. Df. Gna-I ham, Director of Public Health~ is present, and I understand that it was the request of Council that he be invit- ed to attend this meeting to'answer any questions Council may have concerning the request for this appropriation. Motion of Mr. Hinton to place an appropriation of $5,000.00 for said purpose on firs~ reading was adopted. 57-374 South and Washington Sts." "It is in o~der that the City Manager report on the change of taxi stand at at next :Council meeting, was adopted. 57-375 - "I sm reporting that a conference Wa e with the Committee composed of the City Auditor, City Collector, City Manager and .City Attorney, with representatives of the Retail Grocers' Asso- ciation on the question of payment of license taxes semi-annually and I am reporting that after s full and cma - plete discussion of the matter, it was determined that no change would be made at .the present time sinceI to do sol would affect the present budget for the fiscal year ending June ~0th, 1958 to an extent that it would not be feas~ ible to make a change at this time. 57-3760n motion_ "Ifiled'have received a petition from property owners residing on Gosport: Road requesting that that portion of Gosporz. Raad which was originally named Naval Place from Third St. to Green St. be changed back to Naval Place. Please be advised that I have a similar request dated December 2nd,1953,whic~ ar that time was presented to City Council with a recommendation that some action be taken to correct the simi- ~larity of this strect and avenue, since there ~s an avenu~ within the City limits of Portsmouth now known as Nava~ Avenue. At the_time the recommendation was made, in 1954, I had received s request from the Postmaster Samuel F Kirby, to adjust and change the names of numerous streets that were in conflict within the City and County. The Council, at that time, referred the request back to me for a further study;after discussing the question at length with our City Attorney, we decided that it would be best to wait until the Annexation Case was_determined before taking action since the City had ac authority to change the names of any of the streets lying within the County~ I am of the opinion that something should be done about the street names to remedy the conflict that is caused by duplicate or similar names; however, since our.annexatio~ case is nearer a decision than it has been at any time ~n the past, I recommend that the matter be held in abeyance until after the annexation case has been tried on its merits at which time.the matter should have the full attention of the Council in correcting the names of the streets." On motion filed. 57-377 - "I am reporting on the findings of R.T. Trafton, Superintendent of the Elec- trical Department,~ who made a survey and traffic count at Detroit St. and Chautauqua Ave. Mr. Trafton states that in his opinion, a traffic signal is not warranted at this intersection and I therefore concur in his report. On motion filed. 57-378 - "At a previous Council meeting the question of the elimination of left-turn restrictions either at High and Sixth Ave., High and Second Ave. or High and First Ave., between 4:00 and 6:00 P~M., was referred to me for consideration. Please be advised that I have rechecked these intersections and I have been unable to find any reason for changing my former recommendation which coincided with the Smith Report." Motion of Mr. Baker that lef~ turns be permitted at Sixth Ave. and High St. and First Ave. and High St., was lost, and by the following vote: Ayes: Baker, Smith, Weiseman Nays: Bartlett, Hinton, Kirby, Scott 57-379 - "I recommend that the diremtion of traffic on Glasgow Street, between Craw- ford and Effingham Streets. be reversed ~o an easterly direction rather than westerly, as it now is." Motion of Mr. Kirby to place the following ordinance on first reading was adopted: "AA- ORDINANCE TO AMEND AND P~E-ORDAIN ARTICLE VII OF CHAPTER 30 OF THE CODE OF THE CITY OF PORTSMOUTH, 1951, RELATING TO ONE-WAY STREETS" 57-380 - "I am reporting that work is progressing according to schedule on all three parking lots. King Square parking lot should be completely paved by the end of this week. Proctor Square park- ing lot ~as been cleared of all s~ructures and is ready for paving and we expect to begin this work as soon as King Square is completed. Edinburgh Square parking lot is being cleared of all structures and the City Attorney has been furnished all maps and information necessary for condemning the lot owned by Aubrey Sweet and Jack Zim- merman, it being the only parcel in the entire area on which we were unable to negotiate a settlement. As soon as the lot is cleared, we will begin paving." Motion of Mr. Baker that the contract he awarded ~o Viola Brothers to pave the other parking lots at same price as the first one, was adopted. 57-381 - "I submit the following report from the Superintendent of the Water Department X.D. Murden, and concur in his recommendation that the work be awarded W.C. Fray, the low bidder in the sum of $26,801.00 and recommend further that the proper city official be authorized and directed ~o execute the same for and on behalf of the City and than the City Clerk attest tbs same and affix the City Seal thereto." offi- Motion of Mr. Kirby that the contract be awarded W.C.Fray and that the proper city rials be authorized to sign the contract, was adopted.
