<br />At a regular meeting of the City Council, held on October 22nd, 1957,' there were present~
<br />
<br />B.W. Baker, A. C. Bartlett, W. E. Hinton, Frank L. Kirby, John E.Scott,
<br />R. Irvine Smith, H.Earl Weiseman, I.G. Vass, City Manager, R.C.Barclay,City Attorney.
<br />
<br />The meeting was opened with prayer by Rabbi A. David Arzt,
<br />
<br />Minumes of previous meeting were read and approved.
<br />
<br />The following reporms from. the CitY Manager were read:
<br />
<br /> 57-368 - "It is in order 5o hear from those interested parties in connection with my
<br />recommendation prohibiting parking on the south side'of High Street between Hamilton Avenue and Halifix Avenue.
<br />
<br /> The following people spoke opposing parking resmrictions on High St., between Halifax
<br />and Hamilton Avenues: -Rober$ Babb, Attorney representing Overton's Market, Mrs. Orange of Orange Realty Company,
<br />George A.Tyson, Portsmouth Paint & Wall Paper Company, James Spruell of the Orkin Exterminator Company, Rachel Be~zie
<br />Realtor, Rev. J.W. Felton, Jess Alspaugh, George Flynn, of Gift Realty Company.
<br />
<br /> Mr. Kirby made motion that the ~ity Manager bring in a re~ort on the feasibility and cost
<br />of reducing o~ removing the median strip on High Street.
<br />
<br /> Motion of Mr. Smith mo remove the word 'reducing! from the previous momion was adopted and
<br />6y the following vote:

<br />Ayes: Bartlett, Baker, Hinton,Scott, Smith, Weiseman
<br />Nays: Kirby
<br />
<br /> Mr. Kirby's motion, as amended, was adopted.
<br />
<br /> 57-369 - "I am mn receipm of a letter f~om J. H. Hester,~ Superintendent of the Seaboard
<br />Air Line R~lroad Company, requesting that the Council approve certain changes mn the crossing ?ignals installa-
<br />tions am Godwin:South, Camden, Elm, Prentis, Chesbnut:Effingham, Green, Washingmo~ and Dinwiddie and Court Sts.
<br /> These crossing signa~ls are now operated a%{tomatically on the 'approach of
<br />trains; however, the mower man locamed in the watchtower am South Street is provided with eonmrols-whereby he can
<br />cut oum the crossing signals am any of the firs~ five locations mentioned and resmarm them whenever switching
<br />movemenms are being made. The towerman a~t~ Washing~ton Street has like contro~l of the installations at the last
<br />streets mentioned. The request of the Railroad Company is mo eliminate the ne~ed for manual oper-
<br />ation and have t~e signals operate entirely automatic~ I recommend that the request be approved.

<br /> Motion of ~Lr. Rinton to table this matter until a council conference is held, was
<br />adopted.
<br />
<br /> 57-3~0 - "I recommend that the sum of $6.31 be refunded mo ~Mr. Emil B. Duty for reim-
<br />bursement of the amount paid into the City Police Deparmmen. m Retirement Fund."
<br />
<br />Motion of Mr. Kirby that refund be granted, was adopted.
<br />
<br /> 57-371 "At a previous meeming of the Council, you referred to me the question of im -
<br />proving the traffic movemenm at London Street and Second Avenue.
<br /> You have before you a sketch that I recommend using which will provide no
<br />parking on the easm side of Second Ave. between Queen and Glasgow Sts. and that no parking on the south side of
<br />London St. from Second Ave.', a distance of 100 feet eastward.
<br /> By the elimination of parking at these locations, it will enable mwo lanes of
<br />traffic going wesm ~o turn south on Second Ave. simultaneously and will enable right turns off London St. into
<br />3Second Ave. and will permit parking on the wesm side of Second Ave. between Queen and Glasgow Sts. and wilt re-
<br />quire traffic mo come to a full s~op on Second Ave~ before crossing London St.
<br /> I recommend that this movemen~ of traffic be adopted and that the no-parking
<br />and stop signs be installed."

<br /> Motion of Mr. Scott ~o concur in the recommendation of the City Manager, was adopted
<br />and by the following rome:

<br /> 57-372 - "You requested am a preiious meeting that I investigame the requesm for mwo-
<br />hour parking on the north side of South St. between Dinwiddie and Green Sts., between 8~00 A.M. and 6:00P.M.
<br /> I am recommending that such a regulation be adopte~ and also that a two-hour
<br />parking regulation be established on Washington St. on both sides between County and South Sts. In this con -
<br />nection, I am also recommending that I be instructed mo prepare an amendment to the City Code ~o provide memers
<br />in the 400~500, 600 and 700 blocks of the south side of County St., allowing two-hour parking time."
<br />
<br /> Motion of Mr. Smith that the north side of South St., between Dinwiddie and Green Sts.,
<br />be restricted ~o two-hour parking, was adopted.
<br />
<br /> Motion of Mr. Smith that both sides of WashingEon St. between County and South Sts. be
<br />restricted ro two-hour parking, was adopted.
<br />
<br /> Motion of Mr. Smith mo lay on the table for a repor~ from the City Manager on the cos~
<br />for parking meters on the south aide of County St., and for Chestnut St., was adopted.
<br />
<br /> 57-373 - "It is in order to consider the recommendation of the City Manager ar a pre -
<br />vious meeting of Council whereby he reconnnended placing on first reading an appropriation in the sum of $5,000.00
<br />
