<br /> Motion of Mr. Smith that the City Manage~ obtain the figures from the Chamber of Com -
<br />merce as to the cost of advertzsing in the Wall Street Journal's general circulation, rather than just' the easter~

<br /> 57-409 - "I am submitting the attached report of the Director of Public Works concerning the
<br /> extension of sideboards for garbage trucks. I am of the opinion that this is an administrative matter."
<br />
<br /> "Relative to our conversation and your request, I am. submitting the following report regarding
<br /> extensing side boards' on the open trash and garbage trucks.
<br /> The average height of the steel permanent sides of the truck bodies are approximateSy six feet
<br />above the ground. On some of the trucks there has already been p~aced eight-in~h-wide boards, which brings the
<br />height to six feet, eight inches h%gh, loading above the s~reet surface. This in my opinion is about as high as
<br />they should be, unless we plan to put an extra man on each truck to stay in the body to empty the cans and pass
<br />them back down to the men on the ground. We now try to hire only the taller men for this type of work,~ut every
<br />time they are not available. It really is a %ough job for men much under six feet tall.We have approximately
<br />20,000 premises to collect.from twice weekly and some of the cans'when filled are rather heavy and with the refus~
<br />packed in tight, it is a problem to get out without damaging the receptacle.
<br /> We have more personal ~ccidental injuries to the e~ployees in the trash and garbage collection
<br />division than in any other in our department. This is not only true in Portsmouth, but acc6rding ~o records and
<br />s~atistics it is true in al/ municipalities. The majority of the injuries consist of bruises, pulled muscles,
<br />abram,ions and cuts, eye injuries,'hernia~and broken bon~s. I think we have had a minimum of accidents and have
<br />been fortunate, for which we should be very thankful.
<br /> If yo~ think it advisable, we can have ~u extension of from eight to twelve inches placed on
<br />the sides of each ~ruck above the permanent steel sides. The exact height depending on the type of truck and
<br />body, ~s each different type truck and body vary in height above the surface of the street."

<br />with obnoxious gases being discharged by certain buses:
<br /> Section 30-21 of the City Code reads as follows:
<br /> 'It shall be unlawful for any person to operate any motor vehicle, trailer, or semi-trailer
<br /> on the streets of t~e City unless Sections 46-283 to 4~-310, Code of Virginia, 1950, with reference
<br /> to brakes, horns and other mechanical equipment are complied with'
<br />
<br /> Section 46-305 of the Code of Virgznia provides:
<br /> 'No person shall drive a motor vehicle upon a highway unless such motor vehicle is equipped
<br />with a muffler or mufflers in good wgrking order and in constant operation to pre~ent excessive
<br />or unusual noise, annoying smoke and escape of excessive gas, s~eam or oil. A muffler or mufflers
<br />shall not be deemed as preventing excessive or unusual noise if it permits or allows the escape of
<br />noise in excess of that permitted by the standard factory equipment muffier ~f private passenger
<br />motor vehicles or trucks of standard make.'
<br />
<br /> Violation of Section 30-21 of the City Code is'made a misdemeanor by Section 30-23 and
<br />carries, for a first conviction, a fine of no~ less than five nor more than one hundred dollars,
<br />or ten days imprisonment, or both. For a second offense within one year, the limits on fine and
<br />imprisonment are doubled, while the third offense allows a maximum fine of five hundred dollars
<br />and imprisonment for six months.
<br /> In view of these provisions of the City Code and State Code~ it is my opinion that no
<br />further ordinance is necessary to correct the situation which~Lr. ~inton has mentioned, it merely
<br />being a matter for more strict enforcemen~ by the Police Department."

<br />57-411 - The following letter was presen~ed:

<br /> "I~ January, I955, the Port~mouth Chamber of Commerce sponsored a meeting to discuss
<br />the formation of a South Shore Tidewater Regional Planning Commission. This meeting was attended by representa-
<br />tives from the various cities and counties in the Norfolk-Portsmouth area. Subsequently, I served on an unofficia
<br />committee~ which included representatives from Norfolk C~ty, Virginia B~ach, 'South Norfolk, Suffolk, and Princess
<br />Anne, Norfolk and Nansemond Counties, am ~ell as Portsmouth. This committee met five times and ~conctuded its work
<br />in July, 1955, with the adoption of a repor~ recommending the formation of a regional planning commission. The
<br />report was submitted to the Portsmouth City Council, which acted favorably thereon, indicating ~ willingness to
<br />participate with the governing bodies of the other cities and three counties in getting a regio~al?.Planning Com -
<br />mission into operation.
