At a regular meeting of the City Council, held on November 26~h, 1957, ~here were <br /> <br />~.Co Bartlett, B.W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott, <br />R. trvine Smith, H. Earl Weiseman, I.G. Vass, City Manager, and R.C.Barclay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by Rabbi Arzt. <br /> <br />Minutes of regular meeting of November 12th and called meeting of November 21st, were <br /> <br />read and approved-. <br /> <br />57-399 - committee Reports. <br /> <br /> Mayor Bartlett, reporting for the Committee appointed to meet with the Seaboard Air <br /> the purchase of all of the Seaboard property north of High <br />Line <br /> Railroad <br /> Co~pany <br /> to <br />Street and east of Crawford Street, stated that an agreement had been reached subject to the approval of the City <br />Attorney. The Co~u~ittee~ recommended an appropriation of $10,000o00 be placed on first reading, to take an optio~ <br />on this property ~or the proposed downtow~ park development. <br /> <br /> Motion of Mr. Smith that an appropriation of $10,000.00 for said purpose, be placed <br />on first reading, was adopted. <br /> <br /> 57-400 - Motion of Mr. Smith that the Council have a conference with representatives <br />of the Fire and Police Departments, concerning pay increases and separation in cl-assification from other city <br />employees, was adopted. <br /> <br />The following reports from the City Manager were read <br /> <br />Housing Standards. <br /> <br />adopted. <br /> <br /> 57-40I "It is in order that the Coumcil appoint members of the Board of Minimum <br />The ordinance provides for the appointment of five members." <br /> <br />Motion of Mr. Baker that this matter be tabled until the next regular meeting, was <br /> <br />purpose of completing the ~cquisition of land at the Carnet Homes Park, located on Gosport Road. <br /> <br /> Motion of Mr. Weiseman to place an appropriation of $15,000.00 for said purpose on <br />first reading, was adopted. <br /> <br /> 57-403 - "I recommend that the attached resolution concerning the application of <br />the Seaboard Air Line Railroad Company for authority to offer a motor freight service in connection with its <br />rail operation between Portsmouth and Branchville be approved." <br /> <br />57-402 - - "I recommend~ that the sum of $15,000.00 be placed on first reading, for the <br /> <br />On motion of Mr. We~seman, the following resolution was adopted: <br /> <br />"A RESOLUTION Supporting the Application of the Seaboard Air Line Railroad <br />Company before the State Corporation Commission of the Commonwealth of Virginia <br />for Authority to offer a Motor Service in connection with its Rail Operation <br />between. Portsmouth and Branchville. <br /> <br />WHEREAS, the City of Portsmouth is vitally interested in a sound transportation <br />system within the Commonwealth of Virginia, particularly insofar as it affects <br />those whom it represents, and <br /> <br />WHEREAS, the motor service proposed by the Seaboard Air Line Railroad Company <br />in Case No. 13678 will offer the public an improved transportation service, <br /> <br />THEREFORE, Be it Resolved by the Council of the City of Portsmouth tha~ it supports <br />the granting of a certificate ~o the Seaboard Air Line Railroad Company authorizing <br />it to engage in operations as a motor common carrier between Portsmouth and Branch- <br />ville." <br /> <br /> 57-405 <br />Po~smo~th and recommend that the <br /> <br /> Motion <br /> <br /> 57-404 "I am submitting for your consideration a notice from the Compensation <br />Board of a hearing for the purpose of fixing salaries and expenses of the offices of Attorney for the Commonwealt~ <br />Commissioner of Revenue, City Sergeant and City Treasurer of the City of Portsmouth together with the proposed <br />budgets submitted by the Attorney for the Commonwealth, the Commissioner of Revenue and the City Sergeant. The <br />City does not participate in the budget of the City Treasurer." <br /> <br /> Motion of Mr. Smith that this be received and filed, was adopted. <br /> <br /> - "I am submitting two petitions concerning bus service in the City of <br /> petitions be referred to your newly appointed committee on bus transportation.' <br /> <br /> of ~Lr. Kirby to concur in the recommendation of the City Manager was adopted. <br /> <br /> 57-408 - "I am submitting the bids received for removing the grass median strip and <br />placing pavement on High St. and recommend that the contracz be awamded to Viola Brothers, who submitted the <br />lowest and best bid for the work in the amoun~ of $8~009.90, and that the proper city officials be authorized <br />and directed to execute the same for and on behalf of the City and that the City Clerk affix the City seal there~ <br /> <br /> Motion of Mr. Scott that contract be awarded Viola Brothers and that the proper city <br />officials be authorized to sign the same, was adopted. <br /> <br />57-407 - "I am submitting a letter from J.R. Heater, Superintendent of the Seaboard <br /> <br /> <br />
