At a regular meeting of the City Council, held on November 26~h, 1957, ~here were ~.Co Bartlett, B.W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott, R. trvine Smith, H. Earl Weiseman, I.G. Vass, City Manager, and R.C.Barclay, City Attorney. The meeting was opened with prayer by Rabbi Arzt. Minutes of regular meeting of November 12th and called meeting of November 21st, were read and approved-. 57-399 - committee Reports. Mayor Bartlett, reporting for the Committee appointed to meet with the Seaboard Air the purchase of all of the Seaboard property north of High Line Railroad Co~pany to Street and east of Crawford Street, stated that an agreement had been reached subject to the approval of the City Attorney. The Co~u~ittee~ recommended an appropriation of $10,000o00 be placed on first reading, to take an optio~ on this property ~or the proposed downtow~ park development. Motion of Mr. Smith that an appropriation of $10,000.00 for said purpose, be placed on first reading, was adopted. 57-400 - Motion of Mr. Smith that the Council have a conference with representatives of the Fire and Police Departments, concerning pay increases and separation in cl-assification from other city employees, was adopted. Motion of Mr. Weiseman to place an appropriation of $15,000.00 for said purpose on first reading, was adopted. 57-403 - "I recommend that the attached resolution concerning the application of the Seaboard Air Line Railroad Company for authority to offer a motor freight service in connection with its rail operation between Portsmouth and Branchville be approved." 57-402 - - "I recommend~ that the sum of $15,000.00 be placed on first reading, for the On motion of Mr. We~seman, the following resolution was adopted: "A RESOLUTION Supporting the Application of the Seaboard Air Line Railroad Company before the State Corporation Commission of the Commonwealth of Virginia for Authority to offer a Motor Service in connection with its Rail Operation between. Portsmouth and Branchville. WHEREAS, the City of Portsmouth is vitally interested in a sound transportation system within the Commonwealth of Virginia, particularly insofar as it affects those whom it represents, and WHEREAS, the motor service proposed by the Seaboard Air Line Railroad Company in Case No. 13678 will offer the public an improved transportation service, THEREFORE, Be it Resolved by the Council of the City of Portsmouth tha~ it supports the granting of a certificate ~o the Seaboard Air Line Railroad Company authorizing it to engage in operations as a motor common carrier between Portsmouth and Branch- ville." 57-405 Po~smo~th and recommend that the Motion 57-404 "I am submitting for your consideration a notice from the Compensation Board of a hearing for the purpose of fixing salaries and expenses of the offices of Attorney for the Commonwealt~ Commissioner of Revenue, City Sergeant and City Treasurer of the City of Portsmouth together with the proposed budgets submitted by the Attorney for the Commonwealth, the Commissioner of Revenue and the City Sergeant.
