<br /> Since late 1955, no further action has been taken and a regional planning commission
<br />has not ye5 been organized. The main reason for this delay stems from the fact that[th~ Tidewater Virginia Develop-
<br />men5 Council did no5 at that time have a director or staff; there was some lack of understanding of the ~elation-~
<br />ship of the proposed planning commission to the TVDC, and some fear that 'the new agency might duplicate or pos -
<br />sibly encroach on some of the functions of the TVDC.
<br /> Yesterday, I attended a meeting with most of the raembers of the original committee,
<br />with staff members of the TVDC also present. It was agreed by those ~resent that the proposal for a regional
<br />planning conauission should be explored further without delay.
<br /> ! have been asked To request aushorization from City Council 5o represen5 the City of
<br />portsmouth, together with a member of' the poTssmout~ Plann~ing Commission to b~ selected by City council. This
<br />would not amount to permanent appointment ~o membership on a regional plannin;g commission. Rather, it would be
<br />To servJ on an interim committee to do some further groundwork. We realize' that before any governing body form-
<br />ally agrees to participate in a regional planning commission, they will want specific information about the work
<br />5o be undertaken by such a planning co~nnission, how it will operate, and what budget is required. It will be the
<br />work of the interim committee to develop and presen5 this specific information. It is our h~pe that this can be
<br />done at a meeting early in December."

<br />57-412 - The following letter from the Portsmouth Assembly of God was read:

<br /> "The Portsmouth Assembly of God, a religious congregation, respectfully requests that
<br />you relieve the taxes on the property assessed to the Fairlawn Realty Co., Inc., as lots numbers 29,30 and 31 in
<br />block 23, #2024 Lincoln St., in the sum of $70.90 for'the remaining portion of the taxes for the year 1957.
<br /> The Portsmouth Assembly of God purchased the properzy and took possession of the
<br />property as of November 1, 1957. The settlemen5 date, however, was made as of November 7, 1957, and the seller
<br />has paid all taxes due up to November 7, 1957. The church is not subject re taxation and it is our understanding
<br />that it has been your custom to relieve taxes from the 8ate of purchase by a church."

<br />Motion of Mr. Hinton that the taxes be relieved, was adopted.

<br />5~-413 - The following letter from the Portsmouth Central Labor Union, was read:

<br /> "The Portsmouth Central Labor at its regular meeting of Jun9 21, 1957, unanimously
<br />voted to endorse the proposed pay xncrease that was presented to the City Council by the Fire Fighters Local. And
<br />again, gen~lemen~ on November 15: 1957, w~ affirm our stand.
<br /> We feel that this request should be given every consideration as these jobs are so
<br />essential to the safety, protection and welfare of our community and it might be easier to keep qualified compe-
<br />tent men in these positioss."
<br />
<br /> Motion of Mr. Smith that the letter, be received and referred To the Cg~/lcil con -
<br />ference with the firemen and policemen, was adopted.

<br /> 57-414 - The following letter f~om the S~perintendent of Schools was read:

<br /> "The dedication ceremonies of the ~nily N. Spong Elemenzary School will be held on
<br />Tuesday evening, December 3; .1957 at eight o'clock and the dedication of the Park View Elementary School will be
<br />held on ~uesday evening, December 10, 1957 at eight o~clock. The Portsmouth School ~oard cordially invites you
<br />to be presen5 at these exegetes and hopes that you will find it possible to honor us with your presence au both
<br />of these affairs.
