<br />4. What is the estimated cost o£ this project, both with and without locke,
<br />and the probable cost of upkeep under each canal system.

<br />WHEREAS, the above are only a few of the questions coming to mind which will
<br />require a Federal study to furnish the proper answers, but such study should
<br />be made as speedily as possible, because if such an industrial canal is feasi-
<br />ble we should be about the businese of digging it, so that~heavy industry may
<br />expand within the southeastern part of Virginia and the northeastern pars of
<br />North Carolina;

<br />NOW, THEREFORE, BE IT RESOLVED, that the City of Portsmouth; in meeting duly
<br />organized and assembled, doee endorse a Bill to study all applicable phases
<br />in connection with the digging of an industrial canal alo5g the site of the
<br />present Dismal Swamp Canal and which will be sponsored before the Congress~of
<br />the United States of America by our Congressman, Porter Hardy, Jr., and others

<br />At the present time the land south of George Washington Highway is zoned 'I' Light Industrial District. The land
<br />abutting George Washington Highway on the north is all zoned 'F' Local Business and behind and north of this the
<br />Brighton area is in a 'C' Two-Family Dwelling District. The Planning Commission is of the opinion that the present
<br />zoning is good zoning, and that the incursion of a sliver of light industrial land on the north side of George
<br />Washington Highway would be spot zoning and would open the door to many kinds of undesirable uses which could
<br />take place here. The Planning Commission has been advised by the Building Inspector that the plans submitted for
<br />building on this land are for the express purpose of a seat cover business and takes note of the fact that such
<br />a business is legal under the present zoning and does not require light industrial zoning."
