2O2 <br /> <br />September 9, 1997 <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-97-14 be approved on <br />first reading, and was adopted by a 7-0 vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br />97-194 - Rezoning and Use Permit: <br /> <br />(a) Ordinance granting the rezoning request of C. Raeford Eure for property <br /> between Wild Duck Lane and West Norfolk Road from Residential RS-150 <br /> and Residential RM-60 to Commercial C-2, deferred from the August 12, <br /> 1997 City Council Meeting. (Z-97-10) Deferred by the August 12, 1997 City <br /> Council Meeting. (First Reading Vote 4-3) <br /> <br />(b) Resolution granting the use permit request of C. Raeford Eure to construct <br /> a self-storage facility between Wild Duck Lane and West Norfolk Road. (UP- <br /> 97-16) Deferred from the August 12, 1997 City Council Meeting. (First <br /> Reading Vote 4-3. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Clemons, to concur with the <br />withdrawal of applicant, and was adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />CITY MANAGER'S REPORT - <br /> <br />97-249 - Adoption of an ordinance to appropriate $89,000 in the Capital <br /> Improvements Fund for improvements to athletic fields at the Wilson <br /> Little League complex and Churchland Park. <br /> <br />Recommendation: <br /> <br />Appropriation of $89,000 in Capital Improvements Funds for improvements <br />to athletic fields at the Wilson Little League complex and Churchland Park <br />to mitigate the loss of facilities due to the Maryview Medical Center <br />expansion. <br /> <br />Purpose and Need: <br /> <br />This action is needed to convert an existing, adjacent softball field to senior <br />league baseball and construction of a new concession stand to the replace <br />concession area to be lost due to the Maryview expansion. <br /> <br />· Construction of a new softball field at Churchland Park is needed to replace <br /> the field lost due to Maryview construction. <br /> <br />· Upgrade of sports lighting at additional locations is needed to handle play <br /> displaced by the Maryview project. <br /> <br />Financial Impact: <br /> <br />· Bon Secours will reimburse the City for all construction costs. <br /> <br />· Net financial impact to City is zero. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> "ORDINANCE TO APPROPRIATE $89,000 IN CAPITAL IMPROVEMENTS <br />FU ND FOR THE ATHLETIC FIELDS AT THE WILSON LITTLE LEAGUE <br />COMPLEX AND CHURCHLAND PARK." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> <br />
