September 9, 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, September 9, <br />1997, there were present: <br /> <br /> Mayor James W. Holley Ill, Vice Mayor Johnny M. Clemons, Bernard D. <br />Griffin, Sr,, James T. Martin, Cameron C. Pitts, P. Ward Robinett, Jr., J. <br />Thomas Benn III, City Manager Ronald W. Massie, City Attorney G. Timothy <br />Oksman. <br /> <br /> Councilman Pitts opened the meeting with prayer which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welComed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Clemons, to approve the <br />minutes of a Called Meeting On AUgust 12, 1997; a RegUlar Meeting on August <br />12, 1997; a Called Meeting on August 24, 25, 26,1997; and was adopted by <br />unanimous vote.. <br /> <br />97-247 Presentations: <br /> <br />· Proclamation and picture presented to Admiral and Mrs. William R. Klemm, <br /> 98th Commander, Norfolk Naval Shipyard. <br /> <br />· Proclamation presented to caPtain Timothy Scheib, Commander, Norfolk <br /> Naval Shipyard for "All American Week." <br /> <br />· Proclamation presented to Lorraine BarClay for "Constitution Week." <br /> <br />PUBLIC HEARING - <br /> <br />97-248 - PubliC hearing on rezonings and a use permit application: <br /> <br />(a) Z.97-13 TWIN PINES NEIGHBORHOOD -_Request of Bishops Green~ L. L. <br /> C., for a rezoning of property located within the 4300 block of Twin <br /> Pines Road from Residential RS-100-K (Conditional) to Residential <br /> RS-125 and Residential RS-60-K. <br /> <br /> Motion bY Mr. Martin, and seconded by Mr. Robinett to concur with the <br />recommendation of the Planning Commission that Z-97-13 be deferred pending <br />Planning Commission action, and was adopted by a vote of 7-0. <br /> <br />(b) Z-97-09 CAVALIER MANOR NEIGHBORHOOD - Mt. Sinai Church requests <br /> a rezoning from Light Manufacturing M-I to Commercial C-2 at 103 <br /> Gust Lane. (PLANNING COMMISSION RECOMMENDED <br /> APPROVAL) <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts to concur with the <br />recommendation of the Planning Commission that Z-97-09 be approved on first <br />reading, and was adopted by a vote of 6-0. <br /> <br />( C ) UP-97-14 CAVALIER MANOR NEIGHBORHOOD - Mt. Sinai Church <br />requests a use permit to operate a church at 103 Gust Lane. (THE PLANNING <br />COMMISSION RECOMMENDED APPROVAL) <br /> <br />James C. Hawks, 320 London Boulevard, provided information <br />pertaining to the application. <br /> <br />Terry O. Clark, 213 Chautauqua Avenue, requested deferral of the <br />use permit application. <br /> <br /> <br />
