<br /> "This letter iS written in reference to ~the budget of the ~ity of Portsmouth
<br /> for the fiscal year 1958-59 now being formulated by the City Council.
<br />
<br /> At our regular monthly meeting on ~arch 10, 1958 a motion was unanimously
<br />adopted that this letter be written requesting that the City Council include in the budget for the fiscal year
<br />1958-59 an appropriation of funds to the School Board sufficient to allow a basic pay raise of $300 per year
<br />for all Portsmouth Public School Teachers.
<br />
<br /> This action was taken in a effort to bring the salaries of the Teachers
<br />in the Portsmouth Public School System to a level comparable with the salaries now being paid and to be paid
<br />for the coming year in the neighboring cities and counties.
<br />

<br />in conference With the Transit Co~m~..itSee on yesterday and it is my understanding that this item was referred to
<br />the Transit Committee f~r consideration?

<br /> "Following a telephone conversation with Mr. Vase on Wednesday, March 12th.,
<br />we had a conference with Mr. R. Irvine Smith today at which time it was agreed that we would render bus service
<br />through Shea Terrace along 6th. Avenue, Leckie Street, and 8th. Avenue, as of Sunday, March 16th., and also
<br />reroute the Park View Line on the same date as follows: Starting ar High and Crawford we would follow High
<br />Street, Effingham, Glasgow, Fort Lane, Holladay, Hatton, Naval, Park, Spratley, Elm, Leckie, First, Ann, Second,
<br />Leckie, Guthrie, Spratley, First, Leckie, Elm, Holladay, Fort Lane, Glasgow, Effingham, High to Crawford.
<br />
<br /> We feel that the above changes will provide adequate service in these
<br />sections and will eliminate the complaints that have been noted.
<br />
<br /> As you know, we have 3ust recently applied to you for a fare increase. It
<br />is imperative tha~ we have this increase and a continuation of substantially the revised routings as agreed
<br />to today in order that the Portsmouth Transit Company may remain solvent.
<br />
<br /> During the month of February, the Porzsmouth Transit Company sustained a
<br />loss of $6,940~ smd all of you ge~tl~me~'.m~s~ fully realize that this cannot continue.
<br />
<br /> As is readily apparent, the Portsmouth Transit Company is faced with an
<br />immediate financial crisis, and we would greatly appreciate a meeting With Council at the ,earliest possible

<br /> 58-99- "Pursuant to your request, I am reporting upon the proposal that water and sewage.bills
<br /> be payable at various banks and business houses as a convenience tO the public.
<br /> While~ I find no express authority for handling of public funds in this mannem, I feel
<br /> that there is some merit ro the contention that such a~thority can be implied from certain charter provisions.
<br /> The City of Richmond adopted a plan in 1954 whereby its Department of Public Utilities
<br /> appointed certain banks and business houses as collection agencies. Richmond's charter is somewhat different
<br /> from the Portsmouth charter, but unchallenged use of this plan for four years by Richmond would add weight to
<br /> ~he contention that implied authority exists.
<br /> If it is the pleasure of the Council ~o pursue this matter, I recommend that the City
<br />Collector, one or more of the Councilmen, and I be directed to go to Richmond on an inspection trip and then
<br />draft the necessary ordinance. If this plsm is accep.ted, ~ also recommend that a representative of the West
<br />Side Civic League be invited to participate.in the inspection trip to Richmond." (signed J. S. Livesay Jr.)

<br /> ~otion of Mr. Weiseman to concur in the recommendation of the City Attorney was adopted.

<br /> 58-100 - "I am reporting upon the resolution of the Disabled American Veterans
<br />Organization received by you on February 25, 1958.
<br /> The resolution requests that legislation be enacted as may be necessary to
<br />prohibit, restrain and punish those who wrongfully hold themselves out as representing the Disabled American
<br />Veterans. I feel that the provisions of Section 17-47 of the City Code are ample to.correct the situation
<br />complained of. Education of the public through the press would aid the Police Department in apprehending these
