March 25th~ 1958. <br /> <br /> Ordinance <br /> on <br /> first <br /> reading <br /> was <br /> adopted.' <br /> I <br /> Motion of Mr. WeiSem~n to place the following <br /> <br /> "AN ORDINA/~CE TO AklEIqD AND RE-ORD~I~ :SECTION ~t~83~ OF THE CODE OF ~ CITY OF PORTSmOUTh, <br /> VIRGINIA, 3L951, RELATING TO INSPECTION FEES FOR SEWEES~ WATER, PLUMBING, ETC." <br /> 58-94 - . "I am presenting a contract between the Portsmouth Redevelopment and Rousing <br />Authority and the City of Portsmouth for inspecting certain buildings within the area generally known as the <br />I~incolnsville Urban Renewal area. <br /> I have discussed this matter with the Building InspecTor, Chief of the <br />Fire Department and the Director of lh3J01ic Health and I have been advised by these Department Heads that the <br />work ca-~ be done if begun immediately without affecting the regular work in the respective dep.artments. <br /> I ~herefore recoraraend that the proper City official be authorized and <br />directed to execute the contrac~ for and on behalf of the City. and that the City Clerk be directed To attest <br />the same. <br /> <br /> M~tion of Mr. Weiseman that the proper City official be authorized to sign the contract <br />was adopted and by the follo~ing vote: <br /> <br /> Ayes: Bartlett, Kirby-, Scott, Smith, Weiseman <br /> Nays: Baker <br /> <br /> 58-95 - "Item #4 on your agenda is a report on the Amendmen~ to Chapter 197 of <br /> the Code of Virginia ~d in my opinion r~tu~res no action at the present time." <br /> <br /> 'M ~'B~i~ enacted by the General Assembly of Virginia: <br /> l~ That ~ 62-t17.1 of The Code of Virginia be amended and reenacted as follows: <br /> ~ 62-117.1. The governing body of any county, city or town is authorized <br /> To adop~ such ~esolutions and/or ordinances as may be required giving its assuran- <br /> ces to the Secretary of the Army or the Chief of Engineers of the United States <br /> Army for the fulfillment of the required items of local cooperation as expressed <br /> in Acts of Congress and/or congressional documents, as conditions precedent <br /> the accomplishment of river and harbor and flood control projects of the United <br /> S~ates, when it shall appear, and is determined, by such local governing body <br /> that any such project will accrue ~o the general or special benefit of such <br /> county, city or town. In each case where the subjec~ of =~uch local cooperation <br /> requirements ~emes .before a governing body a. copy- of its final acrid, whether <br /> it be favorable or unfavorable will be sen~ to the Commissioner of' Water Resource~s <br /> for the information of the Governor." <br /> <br />On motion filed. <br /> <br /> 58-96 - "I am submitting the. attached letters from Senator Spong and Representative <br />~illard Mo'edy concerning the .developmen~ of Pinners Point in c~ection with Port facilities. <br /> <br /> I strongly concur in the suggestion made by these gentlemen and recommend <br />that Council direct the Ports Commission to nsc every means .available to them in aneffort to improve and <br />develop R~mpton Roads Port at Pinners Point in Portsmouth." <br /> <br /> "During the ses~ion recently concluded of the General Assembly, $100;000.00 <br />was appropriated to the Virginia State Ports Authority To begin the program of developing additionalport <br />facilities in the Hampton Roads area. <br /> Admiral David Clark gave assuracne that he would recommend the acquisition <br />of the property at Pinners Point presently owned by the Atlantic ~Coas~ Line Railroad, should tha~. railroad be <br />desirous of selling. <br /> In my jndgmen~ no stone should be left unturned by our City Council or <br />our Port Commission to co-mperate in every way Toward having Pinners Point developed. I would suggest that the <br />Council request the Portsmouth Port Commission to keep it fully advised as to the Pinners Point situation in <br />order that we might be sure thaz every effort has been made to develop car~o facilities on the Portsmouth side <br />of Itamp~on Roads. Lively, Chairman, Portsmouth Port Commission,: <br />I sm sure that you are aware~ tiler, although the~¥irginia STa~e Ports Authority was unable to ge~ the appro- <br />priatio~ which was originally requested in the 1958 .Session of the Genera/ Assembly, it was able to obtain a <br />$100,000.00 appropriation for the purpose of acquiring facilities in connection ~ith the expansion of w~{er <br />borne commerce in the Tidewa~er Area. The Ports Authority was also able to obtain the passage of a resolution <br />recognizing the necessity for the State of Virginia to actively participate in the underwriting of a ports <br />facility program. <br /> You may recall ~hat there was considerable concern during this session <br />of ~ legislature with regard ~o the position of Pinners Point: in the ports improvemen~ plan. We have re- <br />ceived definite assurance from Admiral Clark that he will recommend the. acquisition of the Pinners point site <br />if the funds are n~ade available and proper lease agreements can be arrived at. It is our hope that these <br />maT~ers can be Taken care of prior to the t960 session of the legislature, so that we will be in a position <br />5o receive any possible benefits of appropriations made for port ~mprovemen~s. <br /> It is my hope that your group will work closely with Admiral Clark <br />and lit.
