<br />58-118 - The following letter from the Commissioner of Revenue was read:

<br /> "The 1958 session of the General Assembly amended the Virginia Supplemental
<br />Retirement Act, effec rive July 1, 1958, to provide for the participation of Constitutional Officers and their
<br />employees in the State's ~upplemental Retirement System.
<br /> Our coverage in the City of Portsmouth's Supplemental Retirement Plan is based
<br />on the proportionate share of our salary, namely one-half, which the City pays us. Ever since the adoption of
<br />the City's Plan, we have Tried numbers of times to get full coverage in the system but without success. During
<br />this time we were not allowed to participate in the State's System so therefore we have never had full coverage.
<br /> Under the amendment, we can now participate in the State's System on a full-
<br />coverage basis, we sincerely request you to have us placed in the Virginia System and removed from the City's
<br />System, as we are of the belief that we are deserving of full coverage.
<br /> As the effective date is July 1, 1958, we would greatly appreciate your speedy
<br />action on this request.

<br />58-119 - The following letter from the Seat Side Civic League was read:
<br />
<br /> "Oar committee obtained the following information which we are passing on to you
<br />in the hopes it will be of benefit to you in making your decision on payme~-t of water bills at local hanks
<br />and business houses.
<br /> The t~ampton Roads S~litation District Commission has a plan that is identical
<br />to the plan the West ~ide.Ci~ic League has proposed to you. This plan has been in use by the Sanitation
<br />Commission since 1948, and has worked satisfactorily for .them. Thirty-two (32) percent of their customers
<br />pay their sewage di~pmsat bill through outside agencies in tL~mpton, Nemport News and Warwick; eighteen (18)
<br />percent in Norfolk and Norfolk County take advantage of this plan. This check was made in t95~ by the Hampton
<br />Roads Sanitation District Commission, Norfolk o~fice. ~hey handle ~0,000 accounts.
<br /> Another point we would like to stress is that it gives the customers an incentive
<br />to pay their water bill within the period that is specified on his bill. If it is not paid before this date
<br />expires, he must pay it at the Commission Office.
<br /> In fact, this same plan ms followed by the three (3) utility companies of Ports-
<br />mouth. By using this plan a customer is encouraged to pay his bill before the end date of his bill in order
<br />~o take advantage of this convenient way of paying his bill at neighborhood banks or stores.
<br /> By ~ adoption of our plan Portsmouth will be giving a convenience to Portsmouth
<br />wa-ret consumers that is not now afforded the citizens of the other two (2) cities in Tidewater area; namely,
<br />Norfolk and Ne%~ort News.

<br /> ~'We the undersigned, do hereby petition you, the City Council of Portsmouth,
<br />Virginia to take immediate steps to provide curbing and paved streets for the residents of Douglas Park.
<br />find it impossible to ,get into the house from the street because mud and~wa%er is four to six inches deep
<br />during a rainy period and for weeks thereafter, constituting a health me~ace as well as an unsightly and

<br /> 58-121 - The following letter from Mr. W. T. Goode Jr, I~r. R. F. Mc~Murran and 5Ir. Joseph
<br />~{. Tusing was read.
<br />
<br /> ~'At twelve o'clock noon, Saturday, April 12, 1958, the Tidewater Drama Association
<br />plans to inaugurate its activities by ~/nf~ling the flag and commencing the work on the amphitheater at Virginma
<br />Beach. This theater will be the home or'Paul Green's symphonic d~a, "The Confederacy~', of which Portsmouth is
<br />one of the sponsors. It is the hope of the committee that you will attend this ceremony either as a group or
<br />as individuals. Your families will be cordially welcomed also. The committee feels that your attendance will
<br />add much to the occasion and will manifest Portsmouth interest in the forthcoming production.
<br /> After the ceremonies you, as official guests, will be served a box lunch. Therefor~
<br />please notify ~r. Aubrey P. Johnson, Jr., by Friday noon whether you plan to attend.

<br /> "The results of the election held on~q0ril 1, 1958, very clearly and a~firmatively
<br />indicated the desires-of the vo~ers for changes in the municipal administration.
<br /> Accordingly, it ms requested that the City CounCil, at its meeting tonight, declare
<br />the offices of Cit-y~Manager~ City Assessor and City Attorney vacant, effective April 30, 1958~ and that these
<br />offices be filled by persons selected from local citizens.
<br /> In this~connection, ~ should like to invite your attention to the fact that the
<br />most effective sdm~uistrations were those furnished by City Managers selected ~rom our local citizens."
