April 22nd~ 1958. <br /> <br />was duly posted a~ the front door of the Court House on the <br />first day of the April Term of the Court of Hustings for the <br />City of Portsmouth, and in f~ont of the Elco Theatre at the <br />southeast corner of High S~ree~ and Halifax Avenue, and in <br />f~ont of Bond's Phillips 66 Service Station a~ the corner of <br />Air Line Boulevard and U.S. Route 17-Ar two public places in <br />the City, a~ least five days prior to this meeting that J.N. <br />Howard, Charles R. Lively, J. goy Rodman, A.J. Phillips, Jr., <br />and P.E. Wnukoski be appointed viewers to view such s~ree~s and <br />report to this Council in writing whether in their opinion, any <br />and if any, what inconvenience would resultfrom discontinuing <br />the same." <br /> <br /> Mr. Weiseman made a motion to place the following ordinance on first reading and <br />that it be sub~titted re the City-Attorney for stuay: <br /> <br />"AN ORDINANCE TO CLOSE PORTIONS OF FAUQUIER AVENUE, CLIFFORD STREET, <br />GRIFFIN STREET, AND RACE STREET SHOWN ON THE PLATS OF LIVINGSTON <br />LAND COPKPANY AND VIRGINIA REALTY AND INVESTMENT COMPANY" ~ <br /> <br /> ~ir. City Council at 4:00 P.M., on Tuesday, May <br />20th, 1958, for the purpose~of reviewing a repor~ prepared,~by the'~onsulting Engineers on the locution'cfa portion <br />of Interstate Highway Rou~e 64 from Bowers Hill to~the enDrance to the Tunnel in the City of Portsmouth, Virginia, <br />and also the Bureau of Public Roads and the Department of Highways have se~ June 3rd, 1958, at 10:00 A.M. for a <br />public hearing ~o be held in the auditorium of the Harry gunt Junior High School in the City of Portsmouth, Va." <br /> <br />On motion filed. <br /> <br /> 58-132 - '~Pursuant ~o a resolution adopted,by the Council April 8th, 1958, I of- <br />fered for sale at Public Auction for cash in f~L~ont of the Court House in the City of Portsmouth, Virginia, at 12 <br />o'clock noon, on Tuesday, April 22, 1958, the two story, seven room and bath, frame with shingle siding dwelling <br />house situated at and known as t?19~Gosport Road, Portsmouth, Virginia, after Iirst having given ten days' notice <br />of the time, place and terms of the sale, by advertisement in the Norfolk Ledger-Dispatch Star and the Norfolk <br />Virginian Pilot, both daily newspapers published and having general circulation in this City. <br /> One person bid on the property at the sale and offered the sum of Six <br />Hundred dollars ($600.00) for the property. I recommend that the offer of James Edwards be accepted and that the <br />proper of~cers of the City be directed to execute a bill of sale for the property." <br /> <br />Motion of Mr. Kirby to concur in the recommendztion of the City Manager was <br /> <br />adopted. <br /> <br /> 58-133 - "I~attach a copy of a letter received .from counsel for the Community <br />Motor Bus Company regarding its gross receipts tax and a proposed conference. <br /> The statement of gross reeeipms for ~he period April 1956 through March <br />1958 discloses a tax liability in the amount of $2,893.83. I await year further instructions." <br /> <br /> Motion of Mr. Weiseman that the City Attorney be instructed ~o proceed to recover <br />money due the City by the Community Motor Bus Company, was-adopted. <br /> <br />58-134 - The City Manager presented the following letter: <br /> <br /> "It is with sincere regret that I inform you of my intention ~o resign my position <br />as your City Assesso~ The reason must be obvious ~o all but, to elaborate, the projection of the recent reassess- <br />menz, and the office of the city assessor, into the political picture has made my position untenable. <br /> If it should please your Council, I should like my resignation ~o become effec- <br />tive as of May 31, 1958. As I have been working continuously for fifteen months, including Saturdays, I should <br />like ~o request that you allow me re go on vacation as of May 16th. <br /> May I say that I deeply appreciate the co ~operation extended to this office by <br />all other departments of the administration. I should like ~o take the liberty also of saying that I have the <br />utmos~ respect for your city manager, Mr. I.G. Vass, and without his helpful and co-operative attitude, my task <br />would have been infinitely more difficult. To the members of your Council, ~I would be amiss if I did not mention <br />that I have been mos~ impressed with the constructive attitude of desiring ~o make Portsmouth the progressive <br />city it should be which has prevailed during my tenure of office.
