111 <br /> <br />April 22nd~ 1958. <br /> <br />Motion of Mr. Scott to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 58-128 - "I submit an amendment to the City Code in connection with the appointment <br />of special officers with authority during an emergency of the Civil Defense program." <br /> <br />Motion of Mr~ Hinton to place the following ordinance on first reading: <br /> <br />"AN ORDINANCE TO AMEND THE CODE OF THECITY OF PORTSMOUTH, 1951, BY ADDING <br />THERETO A NEW SECTION TO BE KNOWN AS SECTION ~-68.t, RELATING TO APPOINT- <br />~ENT OF CIVILIAN DEFENSE AUXILIAR~ POLICE AS SPECIAL POLICE IN TIMES OF <br />EMERGENCY" <br /> <br /> Motion of Mr. Smith to lay this ordinance on table for further information, was adopted <br /> <br /> 58-129 - "It is in order to grant R.C.Barclay, Sr. the privilege of the floor in orderl <br />make an application to the City Council for the vacating and closing of certain streets." <br /> <br />parties, was adopted. <br /> <br />Motion of Mr. Baker to suspend the rules to hear from Mr. Barclay and any interested <br /> <br />Mr. Barclay presented the following: <br /> <br /> "The Construction Associates, Inc. hereby makes application for the vacation and closir <br />of the following streets in the City of Portsmouth shown on the plats of the Livingston Land Company and the Vir <br />ginia Realty and Investment Company recorded in the Clerk'~ Office of the Circuit Court of Norfolk County in Map <br />Book 5, page 43 and Map book 7, pages 98,99 and 100, respectively: <br /> <br />Fauquier Ave. from the north side of She re-locatipn of Race Street to <br /> the south side of Bart Street. <br />Clifford Street, from the east.~side of Loudoun Avenue. <br />Griffin Street, from the east side of Fanqu$er Ave. to the east side of <br /> Loudoun Ave. <br />Race Street, from the east side o$ Fauquier Ave. to the northern side <br /> of the re-location of Race Street. <br /> <br /> We respectfully request that this application be referred to the Planning and Zoning <br /> Commission of the City of Portsmouth for its recommendation and report, and viewers be appointed as provided in <br /> Section 15-766 of the Code of Virginia, 1950, to view and report mn writing to the City Council, whether, in <br /> their opinion, any, and if any, what inconvenience would result from the vacation and closing the such streets. <br /> The Construction Associates, Inc. is the owner of the land fronting on both sides of <br />the streets sought to be vacated,' and notice of this application was duly posted at the front of the Court House <br />in the City of ~o~tsmouth on the first day of the April Term of Court of the Court of Hustings for3 the City of <br />iPortsmouth, and at two public places in the City five days previous to this meeting, namely, in front of the Elco <br />Theatre at the southeast corner of High St. and Halifax Ave., and in front of Bond's Phillips 66 Service Station <br />at the _cqrner ~f Airline Boulevard and U.S. Route IT-A. A copy of the notice with an affidavit of its posting <br />~S attached. <br /> We believe the closing of the above streets will cause no inconvenience as the same <br /> Dave little or no improvements and are seldom used, and it will permit.the construction of the mid-city shopping <br /> center, which is planned to contain approximately 200:000 square feet of store space and approximately 1800 <br /> spaces for parking of automobiles.
