~oril 22nd. 1958_ <br /> <br />At a regular meeting of~ the City Council, held on April 22nd, 1958, there were present: <br /> <br />A.C. Bartlett, B. W. Baker, W.E. Hinton, Frank L. Kirby, John E. Scott, R. Irvine <br />Smith, H. Earl Weiseman, I.G. Vass, City Manager, and J.S. Livesay, City Attorney. <br /> <br />The meeting was opened with prayer by Bishop Wm. A. Brown. <br /> <br />Minutes of the previousmeeting were read and approved. <br /> <br />58-124 - The following report from the Citizens Transportation Committee was read: <br /> <br />"The Citizens Transportation-Committee recommends ~o the Council that <br />the Transit Company be allowed a three cent basic fare increase plus <br />a fifty cent school book increase provided the Transit Company agrees <br />to reinstate its former routing n~th of High Street in the downtown area." <br /> <br />The following letter also was read: <br /> <br /> "In a meeting of the Citizens Transportation Committee last Thursday night at which time <br />our. requested fare increase was approved, it was also proposed ~a~ the Park View-West Park View line be re- <br />routed so as to serve the area north of High Street in the vicinity of downtowm. This will eliminate the remain- <br />ing complaints on service. <br /> ' As we have stated on numerous occasions before, Portsmouth Transit Company is willing to <br />make chan~es in the'routing to better Serve the area and satisfy the patrons, provided it does not involve too <br />great an expense; and in accordance with our understanding of the reronting proposed by the citizens Transporta- <br />tion Committee, we wish to reroute the above-named line as follows: <br /> Starting at High and Crawford via High, Court, No~th, Effingham, Glasgow to Fort Lane <br />and continuing over the same streets as it is now operating. Returning~from Park View the bus would follow the <br />same route as at present to Fort Lane thence vis Fort Lane, Glasgow, Effingham, North Court, High to Crawford. <br /> At present the routing is from High and Crawford via High, Ef~f;ingham, Glasgow to Fort <br />Lane continuing through Park View and West Park View and then returning by the same route to High Street. <br /> In anticipation of the Council's approval of this rerouting, we are making plan~ to make <br />this change effective April ETth. Should any other questions arise or if you need any additional information, <br />please don't hesitate to call. <br /> (Signed) W.G. Womack,Vice President and General Manager." <br /> <br />emergency clause: <br /> <br />Mr. Weiseman made a motion to place on first reading the following ordinance, with an <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 16-14 OF ARTICLE II OF CHAPTER <br />16 OF THE CODE OF THE CITY OF PORTSMOUTH, 1951, AS AMENDED, RELATING TO <br />BATES OF FARE FOR INTRA-URBAN BUSES" <br /> <br />ing vote: <br /> <br />Motion of Mr. Hinton ~o lay the ordinance on the table was adopted, and by the follow- <br /> <br />Ayes - Hinton, Kirby, Scott, Smith <br />Nays - Bartlett, Baker, Weiseman <br /> <br /> Motion of Mr. Baker that the Council meet with the Transit Company officials at the ad- <br />3ournment of the Council meeting, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 58-125 - "I am reporting that the Ambassador Club Incorporated has informed me that <br />they desire to withdraw their proposal to construct a building to be used as a rest room and concession st~ud a~ <br />the Wythe St. Playground. Since the~e is not sufficient funds in the current budget to construct these build- <br />ings, I do not recommend that an additional appropriation be made for this purpose at this time. I do recommend, <br />however, that if and when the concession stands are built that the concessions be awarded to the highest bidder <br />on a competitive basis for the privilege of the concession rights at the stands." <br /> <br />by the following vore: <br /> <br />Motion of Mr. Kirby that the Manager's report be accepted and filed, was adopted, and <br /> <br />Ayes: Bartlett, Baker, Hinton, Kirby, Scott, Smith <br />Nays: Weiseman <br /> <br /> 58-126 - "I am reporting that I have had a further conference with the City Treasurer <br />concerning the sate of dog licenses. I have also determined that the agent receives 10% of the sale price of the <br />dog license which would be a liability on the pa~t of the City to pay the agent. <br /> From my discussion with the City Treasurer, I am of the opinion that she <br />would not be interested in placing the dog tags in the hands of an agent unless she could receive s guarantee <br />against loss that she would have to be personally responsible for." <br /> <br />Motion of Mr. Baker that the report be received and filed, was adopted. <br /> <br /> 58-127 - "I am reporting that I have made s study of the traffic condition on Colum- <br />bia Street. I find that Columbia Street is one-way east from Washington to Crawford St., and that the entire <br />street Between Chestnut and Crawford Streets is ~oo narrow for parking on one side and two-way traffic. <br /> Since the street is used for parking a large number of cars and serves as <br />a convenience for those who want to park in free parking space near the shopping centers of the City, and since <br />County St. is one-way east and South St. ~s one-way west, between Crawford and Effin~ham Streets, I recommend <br />that parking be permitted on one side of Columbia St. and that the stree~ be made s one-way street west from <br />Crawford St. to Chestnut St. and that the City Attorney be instructed to prepare an amendment to the City Code <br />making Columbia a one-way street. <br /> <br /> <br />
