<br />58-184 - The following letter from Paul A. Breeding, Area Supervisor of Vocational
<br />
<br /> "This is to advise.you of a problem that we encounter from time to time in working
<br />with disabled people in your City. Vocational Rehabilitation is s service of public education, the purpose of
<br />which is to prepare for and adjust in appropriate 'trades or occupations persons of work age whose vocational op -
<br />portunities are limited by reason of serious impairment or disability. Through individual case study and diagno-
<br />sis, medical evsiuatinn, vocational counseling, physical restoration, vocational training, job placement and £ol -
<br />low-up, the disabled person is able To overcome his handicap and become self-supporting.
<br /> In recent years there has been a steady increase in the number of severely disabled
<br />people brought To our attention. A large percentage of these p~ople are confined to their homes as a result of
<br />orthopedic crippling conditions. Others are confined because of varying conditions resulting from disease, acci-
<br />dent, or congenital deformity. Through comprehensive services many of these people can be placed in a limited
<br />earning capacity in their homes whereas they could not under any circumstance enter competitive employment out-
<br />side the home.. They are by and large indigent and no~ able to procure business license as per city ordinance.
<br /> Vocational Rehabilitation funds are not allowable for ~his which therefore poses a
<br />rather difficult problem.
<br />
<br /> It would be appreciated if your council would consider this problem with the view of
<br />granting waiver of the business license for those disabled citizens of your city that have been trained or that
<br />are under the supervision of Vocational Rehabilitation. Your reaction will be appreciated."
<br />
<br /> Motion of Mr. Hinton to refer to the City Manager and City Attorney was adopted.

<br />58-185 - The following petitions were read:
<br />
<br /> "we, the undersigned, do hereby petition those in authority To reconsider the re-
<br />routing of the ~ark View buses in that there has resulted not only an extreme inconvenience on the part of the
<br />bus patron but even more so has created s direct hardship on the par~ of the nearly one hundred merchants, pro -
<br />fessional men, restaurants and the like doing business between Chestnut and Court Sts.
<br /> The Park View line formerly came sout~ on Effingham St. and made a left turn on to
<br />High Street proceeding east. The route now followed runs east on North St. to Court and then on to High St. The
<br />new route eliminates the convenience for those desiring to go to the Telephone Company, the many stores in the
<br />former area covered, the Professional Building, the Bank of Virginia, and other important business locations.
<br /> Many persons using the Park View line have indicated their displeasure and their desi~
<br />to see the former route reinstated. We are sure that those persons responsible for making the change in question
<br />were not aware of the effect that such a re-routing would have on the business community. We, therefore, request
<br />an immediate consideration o£ the peti'tion to designate the Park View bus route to again run south on Ef£ingham

<br /> Motion of Nr. Weiseman that these petitions be referred to the Public Transportation
<br />Committee, was adopted.
<br /> Mr. Smith requested that the committee study the placing o£ both the Park View and
<br />West Park View lines back as originally routed, as this is the only proper way ~o serve the citizens.

<br /> 58-186 - The followzng letter from the Planning Commission was read:

<br /> "Pursuant to the public hearing held by the Virginia State Highway Commission on June
<br />3, 1958, at which plans were presented for Federal Interstate Route No. 64, Bowers Hill ~o the ~ or£olk-Ports-
<br />mouth B~idge tunnel~ the Planning Commission unanimously passed the followzng motion at a meeting held on June 5,
<br />1958:
<br /> To recommend To City Council that request be made
<br /> to provide and construct an interchange and connection from Federal Interstate Route ~o.64
<br /> across the Seaboard Airline Railroad yards to High St.
<br /> The proposed connectinn , which is east of the Norfolk-Portsmouth Belt Line Railroad,I
<br />is shown in the Preliminary Design Report on drawings Nos. B3 and B44.
<br /> It is the recommendation ~f the Planning Commission that.this interchange and connec-~
<br />tion be incorporated in the final plans and constructed at the same time that the interstate spur is built. Other-
<br />wise there will be no direct connection ~o High St., from the interstate highway between Frederick Boulevard['~nd
<br />Chestnut St., a distance of approximately 1.6 miles.
<br />
<br /> It is the opinion of the Planning Commission that the proposed connection is essen -
<br />rial if adequate traffic distribution and access is to be provided into the City of Portsmouth. In addition, it
<br />can be located so as to connect with the proposed second tunnel, at the same time providing highway access neces-
<br />sary for the future industrial development of Pinners Point."
