<br />"WHEREAS, we, the residential property o~?aers residing in the Douglas
<br /> Park section of the. COty of Portsmouth, Va., aye greatly concerned
<br /> about the physical conditions of our city, and,
<br /> W/~EREAS, the Douglas Park section is in urgent need of the following
<br /> improvements and installazlons, namely:
<br /> ~urhings and gutters
<br /> Developing of a playground
<br /> Street lights
<br />
<br /> THEREFORE, we, the undersigned property owners of the Douglas Park section of Portsmouth,
<br />Va., respectfully petition the Hon. ~Layor and the-Hen. City Council ~o proceed immediately with the neededimprove-
<br />ments aforementioned:

<br /> Mr. Smith made motion that these matters be referred to. s Council conference.

<br />Portsmouth and recommend that the proper City officials be authorized and directed to execute the same for and on

<br /> 58-206 - A~ appropriation of~$300,000.00 to purchase the waterfront property from the
<br />Seaboard Air Line Railroad Company, placed on firs~ reading, at last~meeting, was taken up.

<br /> Motion of Mr. Hinton to appropriate-$G00,00O.00 for said purpose, was adopted, and by the
<br />following vote:

<br />On motion of Mr. Kirby, the following resolution was adopted, and by the following vo~e:

<br />"RESOLVED, that-the appropriate City officials are hereby authorized
<br />to execute the several contracts and do all other things required to
<br />carry ou~ the City's obligations under the contract of December llth, 1957,
<br />with the Seaboard Air Line Railroad Company."
