<br /> Motion of Mr. Scott to suspend the rules to hear from representatives of the Portsmouth
<br />Transit Company, was adopted.
<br /> Mr. Womack of the Poz~csmouth Transit.Cm~pany, presented Ralph H. Ferrell, Attorney for
<br />the Transit Company, who spoke requesting the Council to instigate legal action in reference to the operation of
<br />club buses in the City of portsmouth.
<br /> Mr. Gordon Marsh, representing the Employees Transportation Committee, Incorporated,
<br />spoke requesting the Council to lay this matter on the table.
<br /> Motion of Mr. Smith that this he referred to the City ~ttorney for investigation and
<br /> report, was adopted.
<br /> 58-227 - "I recommend that the City Manager be authorized and directed to offer for
<br /> sale to the highest and best bidder all of that tract or parcel of land now owned by the City generally known as
<br /> the Carver Homes Housing Project Site and that the Council reserve the right to reject an~ or all bids."
<br /> "By action taken at a meeting on July 22, 1958, the Planning Commission makes recom -
<br /> mendation to City Counci; thaz the City-owned land on Gosport Road east of Frederick College be offered for sale,
<br /> with the terms of sale ~o provide for reservation of that portion of the land now in use by the School Board and
<br /> the Civil Defense agency for a period not zo exceed three years. (Signed) Paul S. Dulaney,~lanning Director."
<br /> Motion of M= Hinton to re-affirm the previous action of the Council and concur in the
<br /> recommendation of the Planning Commission wes adopted, and by the following vote:

<br /> Nays: None
<br />
<br /> 58-228 - "I have received a request that Parking Me,ers be installed on Washington
<br /> Street between Queen and London Streets. This matter was deferred by previous act inn of Council. I recommended
<br /> at the time that the meters be installed and I also recommend at this time that the meters be installed on this
<br /> street au this location."
<br />
<br />Motion of Mr. Weiseman to lay on the table was adopted.
<br />
<br /> 58-229 - "I am submitting a letter from Mrs. Herbert Lauterback for your informa-
<br />tion. Mrs. Lauterbsck and others appeared before me in my office and made this request. Since it was in conflic~
<br />with the rules, regulations and policies of the City Governmen~ concerning the construction of sidewalks, I in
<br />formed Mrs. Lauterback that I could not recommend that th~ City pay the full cos~ of the sidewalks requested hut
<br />that if she so desired, she could write a letter direct ~o Council."
<br /> Motion of Mr. Hinton that the present policy of the city concerning sidewalks, be
<br />followed, was adopted.
<br />
<br /> 58-230 - "I am submitting a petition from the Mount Hermon Garden Club concerning ~
<br />playground and recreation center. This petition was received several weeks ago, but due to the fact that there
<br />were no funds in the budget for the Miecal year ending June 30th, 1958~ no ac.tiom was taken; however, I am submit-
<br />ting it to Council for your consideration. I suggest that the matter be referred to the new City Manager after
<br />he takes office in order that he may investigate the budget ~o determine if. funds are available for this type of
<br />work."
<br /> Motion of Mr. Weiseman ~o refer to the Planning Commission was adopted and by the
<br />following vote:

<br /> 58-231 - "It is zn order that the Home Owners Protective League be heard at this
<br />time and I recommend that the rules be suspended and that the officials be heard."

<br />William McGee, representing the Home Owners Protective League, spoke amd presented
<br />
<br />"Whereas, The citizens of theBrighton section of Portsmouth are engage'd in mmproving
<br />their proper~y and,
<br />Whereas, The Brighton section is without curbs and gutters and storm drains, and
<br />W~ereas, the streets are in a general state of disrepair and,
<br />Whereas, The Brighton section has been within the City of Portsmouth for 37 years,
<br />Therefore, We, the undersigned citizens residing in the Brighton section, petition
<br />the Honorable Mayor and Honorable City Council to provide these public works services
<br /> ~t this time. (Signed) Mrs. Eva L. Gilliam, 1505 Summit Ave. and others."

<br />Earl L. Hunt, representing North Truxton, spoke and presented the following petition:

<br />"WHEREAS we, the residential property owners residing in the North Trux~on
<br />section of Portsmouth, Va., are greatly concerned about the physical condi-
<br />tions of ou~ City, and
<br /> WHEI~EAS the North Truxton section is in urgent need of the following im -
<br />provements namely:
<br />Street curbing
<br />Better drainage
<br />Sidewalks
<br />THEREFORE, we, the tmdersigned property owners of the North Truxton .section
<br />of Portsmouth, Va., respectfully petition the Hon. Mayor and the Hon. City
<br />Council to proceed immediately with the seeded improvements aforementioned.
