<br />At a regular meeting of the City Council, held on July 22nd, 1958, there were present:

<br />A.C. Bartlett, 8. W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott,
<br />R. Irvine Smith, H.E. Weiseman, I.G. Vass, City Manager and J.S. Livesay,
<br />City Attorney
<br />
<br />The meeting was opened with prayer by Mr.Weiseman.
<br />
<br />Minutes of the previous meeting were read and approved.
<br />
<br />The following reports from the City Manager were read
<br />
<br />following petition:

<br />58-223 - The Rev. Harvey N. Johnson had requested to be heard at this time.
<br />
<br />Rev. Johnson, representing the Portsmouth Ministers~ Forum, spoke and presented the
<br />
<br /> "WHEREAS, in the d~.Mposition of the former Carver Homes Public War
<br /> Housing Project designated as VA 44244, the City of Portsmouth ac-
<br /> quired a portion of the land ~o be used for park and recreational
<br />
<br /> were required to sell ro the City of Portsmouth their homes and lots
<br /> purportedly to facilitate adequate land assembly for the public put -
<br /> poses aforementioned, the last of which pieces of private property was
<br /> obtained by the City of Portsmouth less than one month ago, and
<br /> WHEREAS, the City Council, at the meeting of Tuesday, July 8, 1958, in
<br />
<br /> did, then and there vote to abandon its public park and recreational
<br /> purposes on the aforementioned site and did vote to offer the land for
<br /> sale to the highest bidder, and
<br /> VJ~EREAS, an urgent need does yet exist for the use of the-property in
<br />
<br /> WE, the ~ndersigned members of the Portsmouth Ministers Forum, acting
<br />officially and on orders of thah body do hereby petition the Mayor and the
<br />City Council of Portsmouth, Virginia, ro rescind the action of the Council
<br />of Jnly 8, 1958 with reference to the sale of. the property, and to maintain
<br />for public use purposes the former Carver Homes sire.which is now the property
<br />of the City of Portsmouth:

<br /> [n view of an article that appears in the Ledger Dispatch and Portsmouth Star,Thurs-
<br />day, July 17, 1958, head-lined 'City prepares ro sell land to college' our league would like to recommend that
<br />the old Carver Homes site would be used for th e new school which is needed in the area.
<br /> The site ~s centrally located for a sch~l to serve the Truxton and Brighton area. We
<br />are appealing to you to consider this land for a new school rather than ro offer it for sale ar Public Auction.
<br />We unanimously endorse the use of this property for a public school to serve the 'residents of the area. We hope
<br />you will consider our recommendation as w& are concerned with the location of the new Truxton and Brighton
<br />School."

<br /> 58-224 "The question of previous action of Council concerning parking on Glasgow
<br />Street was referred to me for a report, and I have had the Clerk of Council search the records of the Council
<br />meetings and he has been Unable to find where official action was taken concerning this matter.
<br />
<br /> I am of the opinion that the matter was reported either in conference or at
<br />a meeting of Council and no action was taken other than the City Manager was instructed to act on authority
<br />under the present City Code and install No-Parking signs on Glasgow Street to Western Branch Boulevard.
<br />
<br /> Apparently this is what was done. At a later date, a request was presented
<br />To my office for No-Parking on the street on the western end of Glasgow and after the request was investigate
<br />by the Superintendent to have No-Parking signs installed in that area, all of which has been.done under the Code
<br />rather than by specific action of Council. I do not recommend any changes .being made; however, if Council de -
<br />sires to direct that specific action be taken concerning the signs, I will be very glad to carry our any action
<br />that Council wishes to take in thi~ matter."

<br /> Motion of Mr. Hinton to lay this matter on the table and refer it back to the City Man-
<br />ager for investigation and report at the next meeting, was adopted.
<br />
<br /> 58-225 - "The C~ty Manager ~eported to the Department of Highways that the City would
<br />provide matching funds for projects previous approved as directed ar a previous Council meeting."
<br />
