<br /> WHEREAS, substantially all of the site for the Post Office and Federal Office
<br /> Building lo be erected in Portsmouth, Virginia, has been acquired at less than average
<br /> cosz for such building sites; and
<br /> WHEREAS, the presently planned site does not include the ares fronting on the
<br /> north side of High Street between Water and Crawford Streets, now occupied by several
<br /> old, dilapidated and unsightly structures, ~he appearance of which will greatly detract
<br /> from the beauty of the $3,500,000. building to be constr~ot~d immediately adjacent
<br /> thereto, and
<br /> WHEREAS, it ~s the sense of the Council of the City of Portsmouth, Virginia,
<br />that preliminary planning of the aforesaid building does not provide sufficient areas
<br />for landscaping and of£-street parking, and
<br /> WHEREAS, the City of Portsmouth, Virginia, has acquired other adjacent property
<br />at considerable expense, which action of the C'ity will tend to improve the_suitability
<br />of the aforesaid building site~;
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth,Virginia,
<br />t)at the appropriate Federal authorities are respectfully urged to give favorable consi-
<br />deration to inclusion of the area fronting on the north side of High Street between Water
<br />and Crawford Streets within the site of the Post Office and Federal Office Building to be
<br />erected in said City; and
<br /> BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to mail certified

<br />serve the City in the capacity of City Manager. If progress has been made during my administration, it has been
<br />due largely to the fine support and co-operation I have had from the Council and the employees of the City whom I
<br />have found to be loyal, hard-working and dedicated ~o their jobs. I extend my very best wishes for the future

<br />on July 22nd, 195g, I am reporting that I offered for sale at public auction for cash in front of the Court House
<br />in the City of Portsmouth a~ 12 o'clock noon on Monday, &ugust llth, 1958, those certain pieces or parcels of real
<br />estate in the City of Portsmouth and substantially located on the south side of Gosport Road and ly~-~g east of
<br />Frederick College and were outlined specifically by lot numbers and descriptions in the advertisement for sale, re-
<br />serving the right ~o reject any and all bids subject to confirmation by City Council.
<br /> The highest and bes~ bid received was in the sum of $51,000.00 in the name
<br />of Frederick College for Academy Park, Inc. I recommend that the sale be confirmed by City Council and that?the
<br />proper City officials be authorized and directed to execute a deed for and on behalf of the City and that the City
