I there- <br />fore recommend that the ordinance be placed on first reading." <br /> <br />Motion of Mr. Hinton to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE CONCERNING THE PLANNING OF THE PHYSICAL, ECONOMIC AND SOCIAL <br />DEVELOPNENT OF THE REGION COMPRISING THE C0tEITIES OF NANSEMOND, NORFOLK AND <br />PRINCESS ANNE AND THE CITIES OF NORFOLK, PORTSMOUTH, SOUTH NORFOLK, SUFFOLK <br />AND VIRGINIA BEACH, THE CO-OPERATION OF THE BOARDS OF SUPERVISORS OF THE <br />COUNTIES OF NANSEMOND, NORFOLK, AAVD PRINCESS ANAIE AND THE COUNCILS OF THE <br />CITIES OF NORFOLK, PORTSMOUTH, SO~TH NORFOLK, S~FOLK AND VIRGINIA BEACH TO <br />THAT END, THE CREATION OF A REGIONAL PLANNING AND ECONOMIC DEVELOPMENT COM - <br />MISSION FOR THAT PURPOSE TO BE KNOWN AS THE SOUTHEASTERN VIRGINIA REGIONAL <br />PLANNING AND ECONOMIC DE~rELOP~ENT CO~MISSION, Ahq) AUTHORIZING THE EXECUTION <br />OF A CO-OPERATIVE AGREEMENT FOR AND ON BEHAI~ OF THE CITIES OF NORFOLK, <br />PORTSMOUTH, SOLWrH NORFOLK, SUFFOLK, AND VIRGINIA BEECH WITH THE COUNTIES <br />OF NANSEMOND, NORFOLK, AND PRINCESS ANNE FOR THE PURPOSES OF THIS ORDINANCE" <br /> <br /> 58-244 - "The question of salary adjustments for the Clerks of the CourE of Hustings <br />and Circuit Couet, Public Health Nurses and other employees who did not receive an increase in pay, should be <br />considered. I recommend that the ordinance for classification ~ employment and salary scales be amended to <br />include the employees referred to above and that it be placed on first reading." <br /> <br /> Motion of Mr. Hinton to lay this matter on the table and that the City Manager submit <br />classifications of those who did not receive the seven per cent increase, was adopted. <br /> <br /> 58-245 - "It is in order to receive a report on the air survey that was brought to the <br />attention of Council at a previous meeting and refer~ed to the City Manager for a report. In my absence Mr:John- <br />son attended the meeting in Norfolk and you have a copy of his report in your file." <br /> <br /> Motion of Mr. Hinton that this be received as information, was adopted. <br /> <br /> 58-246 - "I submit a. report from the Director of Public Works on bids received for <br />s$orm drainage-improvements adjacent to~he Mid-City Shopping Center on Augus~'llth, 1958, I concur in the rec- <br />ommendation of the Director' of Public Works thatCotton Brothers he awarded the con~ract, they having submitted <br />the lowest and~best bid." <br /> <br /> Attached- "In response to'the City of Portsmouth's request for bid~ on the Storm Drainage Improve- <br />ments adjacent to the Mid-City Shopping Center on August ll, 1958, the following proposals were received: <br /> <br />Cotton Brothers, City <br />J~R.
