August 12ih. 195g. <br /> <br />At a regular meeting of the City Council, held on AUguST 12th, 1958, there were present: <br /> <br />B.W. Baker~ W.E. Hinton, Frank L. Kirby, John E. Scott, R. Irvine Smith, <br />H. E. Weiseman, I.G. Vass, City Manager, and J.g. Livesay, City Attorney. <br />Vice Mayor Weiseman presiding. <br />The meeting was opened with prayer by W.E. Hinton. <br /> <br />Minutes of previous meeting were read and approved. <br /> <br />The following reporzs from the City Manager were read: <br /> <br /> 58-238 - "I take pleasure in'~resenzlng Mr. Alex G~ice III who will presenz to the City <br />a painting of the Hon. George W. Grice, first Mayor of the City of Portsmouth after the City became a City of the <br />first class in 1858." <br /> <br />Mr. Grice spoke and presenzed a portrait o3 the Hon. George W. Grice. <br /> <br />Vice Mayor Weiseman accepted the portrait on behaif of the City of Portsmouth. <br /> <br /> 58-239 - "I am reporting that I have again studied the traffic signs on Glasgow Street <br />and find that %he signs from Water St. to Secbnd Ave. provide no par~ing on the south side of the szreet, this <br />being a one-way street easz. I find that there are No-Parking signs on both sides of Glasgow St. from Second <br />Ave. ro Western Branch Road, and this section of the street is for two-way traffic, from Western Branch Road to <br />Kirn Ave.; there are no restrictions, this also being two-way traffic. From Kirn Ave. to County Road (rouze 17) <br />there are No-Phrking signs on the north side o£ Glasgow St., this section also being a zwo-way street. <br /> <br /> I do noz reconnnend az this time any change in the traffic pazzern; however, it <br />might be well %o study the block between Western Branch Road and Kirn Ave. zo determine if there is a need for <br />No-Parking on one side of this block." <br /> <br />Motion of Mr. Kirby that the recommendation be accepted and filed, was adopted. <br /> <br /> 58-240 - "~ir. Fred W. Beazley and Mr. George T. McLean have offered to donate to the <br />City all whter and sewer mains within the street areas of Academy Park and Cavalier Manor, which were formerly <br />Alexander Paik. They also will convey the necessary easemenzs for any mains of a larger size which cross through <br />their p~operties in this area along with the fee simple title to zwo sewage pumping stations. The wazer service <br />lines and sewerage laterals to the individual houses are no~ included in the zransaction. <br /> I recommend that the Council accept conveyance of the water and sewer mains <br />as outlined above from the several parties by deeds zo be prepared an~ approved by the City A~orney." <br /> <br />Notion of Mr~ Kirby zo concur in the recommendation of the City Manager was adopted. <br /> <br /> 58-241 - "I am reporting on grade separation at Detroit Street referred to me at a pre- <br />vious Council meeting. I had some difficulty locating the proper officials of the Pennsylvania Railroad who could <br />give me an answer concerning the mazzer; however, I called t~e local agent a~d he referred me zo the Real Estaze <br />agent in Baltimore and I called Nir. Dunn, Real Estate Agen% and h~ referred me zo the District Engineer who was <br />absent and his Assistanz Mr. Leishe~ informed me thai the Pennsylvania Railroad is endeavoring to dispose of the <br />land area at Pinners Point for an industrial site and should they be successful, they would undoubtedly wan~ zo <br />construct new railroad tracks in the a~ea and would need the Grade Separation ~o remain intact; however,£they <br />would inform~their inspector to inspecz the premises and if there was any hazardous timbers at the grade crossin <br />they would have them properly taken care of." <br /> <br />On motion filed. <br /> <br /> 58-242 - "The City Attorney will report on certain taxes zo be relieved on properties <br />purchased by the City during the year." <br /> <br /> "The attached two lists show 1957 taxes due on property purchased by the City during the <br />year. The first list is largely of property in the Carver Homes area and totals $132.50 if paid before August <br />31.
