<br />was the low bidder in the amount o~ $155,600.00. Tidewater Construction Company being the low bidder, the acting
<br />City Manager concurs in the recommendation of the Superintendent of the Water Department and recommends that they
<br />be awarded the contract and that the proper city officials be authorized ~o sign the same."

<br /> 58-261 - "The last sessxon of the General Assembly enacted a revised Motor Vehicle Code
<br />which, among o~her things, raised the speed limit in school zones to 25 m~les per hour, except in cities and towns
<br />which were empowered to decreasethe limit to 15 miles per hour upon certain stated conditions. Section 30-31 of
<br />the Code of the City of Portsmouth, 1951, prescribes a speed limit of 15 miles per hour in school zones. If it
<br />is desired to retain the lower speed limit, I recommend adoption of the attached amendment to this section of our
<br />Code. This will preglude technical dif£iculti~s which might arise in enforcement of the speed limit."

<br />On motion of Mr. Hinton, the following ordinance was placed on first reading:

<br /> "AN ORDINANCE TO A~END SECTION 30-31 OF THE CODE OF THE CITY OF PORTSMOUTH, 1951,
<br />RELATING TO SPEED LIMITS AND OTHER.DRIVING EEGULAT£ONS, SO AS TO CONTINUE IN EFFECT
<br />THE FIFTEEN MILES AN HOUR SPEED LIMIT IN SCHOOL ZONES"
<br />
<br /> 58-262 - "This being the last meeting of the Council as presently constituted, I am re -
<br />porting the status of three matters re£erred to me but not as yet completed. At a budget conference, the requesz
<br />was made that I study the e£fect o~ assessing newly constructed buildings when substantially completed and fit for
<br />use, as authorized by Chapter 77 of the Acts of A~sembly, 1958, Since this change in method of assessment should
<br />not be commenced un~il January l, I959, I have deferred consideration of it in or~e~ to handle other matters.
<br /> Nothing has been done as yet with reference to investigation of possible legal action
<br />against the so-called club buses. Counsel for Portsmouth Transit Company offered to supply legal authorities on
<br />the subject but nothing has been received, no doubt because of the vacation season.
<br /> Considerable time has been spent studying the status of the two libraries receiving city
<br />funds. The problems presented are complex and the pressure of the annexation suit prevented earlier disposition.
<br />These problems could not have been resolved immediately and in the circumstances, I determined not to make a re -
<br />port ~o the Council ~t this time."

<br />Motion of Mr. Kirby that this be received as information, was adopted.

<br /> 58-263 - "Attached herewith ia a copy of the resolution endorsing the Hon. Lawrence W.
<br />I'Auson for appointment as Judge of the Supreme Court of Appeals in accordance with your instructions. A copy of
<br />this resolution was sent to the Governor of the State of Virginia, as requested."
<br />
<br /> Resolution - "WHEREAS, the Monorable Lawrence W. I'Anson has been endorsed
<br /> by the members of the Portsmouth-Norfolk County Bar Association
<br /> for appointment as Judge of the Supreme Court of Appeals; and
<br /> WHEREAS, the Honorable Lawrence W. I~Anson fulfilled the duties
<br /> of Commonwealth A~orney of the City of Portsmouth for three and one-
<br /> half years, and for the past seventeen years has fulfilledZthe duties
