<br />Whereas, it is still felt that Mr. Sandie's position on the Planning
<br />Commission remains incompatible with his position in representing in-
<br />tervenors on the side of Norfolk County in the aforesaid annexation
<br />proceedings;
<br /> NOW, THEREFORE BE IT RESOLVED, ~hat the Council re-affirm its vote
<br />of 'no coufidenoe' in Mr. Donald H. Sandie's continued service as a
<br />member of the City Planning Commission and that upon adoption of this
<br />resolution a copy thereof be forthwith forwarded to Mr. Donald H.Sandie
<br />and to the Chairman of the City Planning Commission,
<br />In this connection, Mr. Baker made the following statement - (page 188) ~
<br />On motion of MLr. Breedlove, the resolution was adopted, and by the following vote:

<br />Ayes: Baker, Breedlove, Seward, Walker, Weiseman
<br />Nays: Bartlett, Smith
<br />
<br /> 58-334 "It is in order at this time to hear from Councilman Breedlove in reference to
<br />the use of tokens on the parking lots."
<br />
<br /> Mr. Breedlove spoke suggesting the use of tokens in the meters on parking lots, said
<br />tokens to be sold for five cents each.
<br />
<br /> Motion of Mr. Weiseman that the mat~er be table~ for further study by the Manager and
<br />report back promptly to the Council, was adopted.
<br />
<br /> In this connection, Frank Greco, representing the Progressive Retailers, spoke request-
<br />lng that consideration be given to permitting the free use of parking meters during the Christmas season, and s
<br />chang~ in rates to be charged for use of parking lots.
<br />
<br /> Notion .of Mr. Weiseman ~hat this ~e referred to the Cit~ Manager for study along with
<br />the suggestion made by Councilman Breedlove, was adopted.

<br />58-312 - The following ordinance, placed on first reading at last meeting was taken

<br />"AN ORDINANCE TO AMEND SECTION 30-142.4 OF THE CODE OF THE CITY OF
<br />PORTSMOUTH, 1951, RELATING TO ONE-WAY TRAFFIC ON CERTAIN PORTIONS
<br />OF COLUMBIA STREET"
<br />
<br />On motion of Mr. Weiseman, said ordinance was adopted and by the following vote:
<br />
<br />Ayes: Baker, Bartlett, Breedlove, Seward, Smith, Walker, Weiseman
<br />Nays: None
<br />
<br /> 58-313 - An appropriation of $7,000.00 to pay the Court reporters and the engineering
<br />Seay, Mattern and Mattern, in the recent annexation case, was read.
<br />
<br />On motion of Mr. Bartlett, $7,000.00 was appropriated for said purpose, and by the fol

<br />58-319 - The following resolution was presented by Mr. Walker:
<br />
<br />"WtIEREAS, the City of Portsmouth has been advised by the State Highway
<br />Department of plans to build a spur of Federal Interstate Route #64, through
<br />the City of Portsmouth, and
<br /> WHEREAS, the plans include the route of the Highway, the elevation, the type
<br />of roadway, the underpasses and overpasses, and the outline of real property
<br />to be used, etc., and
<br /> %~EREAS, the citizens of the City of Portsmouth have not had sufficient time,
<br />or been provided with sufficient details concerning this Highway spur ro deter-
<br />mine its effect on their future and the future of their city, and
<br /> WHEltEAS, the properly elected representatives of these citizens, the Council
<br />of the City of Portsmouth, has not, to this date, approved the construction of
<br />the said spur or the ~entative plans therefor, and
<br /> WHEREAS, various changes and requests for changes ~o the plans for the ~aid
<br />~ighway spur are being received by the Council for action, and
<br /> %~tEREAS, action by the Council on these and future changes, will constitute
<br />tacit approval of the original plans,
<br /> BE IT THEREFORE RESOLVED BY THE COUNCIL OF TH~ CITY OF PORTSMOUTH that the
<br />construction of said highway spur, as presently conceived and planned, is hereby
<br />rejected."
