October 28th, 1958.

recommendation was adopted.

Motion of Mr. Breedlove that this be referred to the City Manager for study and
On motion adjourned.

City Clerk.

Approved -

"In connection with this matter, I have a brief statement to make. I asked for Mr. Sandie's resignation,
feeling it was my responsi~ility~ In my opinion, .his services on the Planning Commission and his ser-
vices to Norfolk County in the annexation suit were ir~compatible. I thought it only proper to discuss
the matter privately with Mr. Sandie, which I did.
The Planning Commission and the City Council were brought into the picture when actually they were not
fnvolged. This position is:an appointed one, by-the Mayor - not Planning Commission -not City Council.
It ~s regrettable that the situation has caused embarrassment to the people of Portsmouth, the Planning
Commission and the City Council. This was certainly not intended.
The end results certainly wilt be up to Mr. Sandie and his conscience. Resign or not - from my stand-
point, this is the end of the ma~er."
