October 28th~ 1958. <br /> <br />adopted. <br /> <br />Motion of Mt.Bartlett that the motion be amended ~o inblnde 'within two weeks' was <br />Mr. Walker's motion, as amended, was adopted. <br /> <br /> 58-$28 - "I have received a request from the residents o~ the 3?00 and 4200 blocks of <br />Race Street to be he~ard by the Council. I recommend that the rules he suspended and the interested parties he <br />heard at this time. <br /> <br />On motion of Mr. Smith,~the rules were suspended to hear from interested persons. <br />The following spoke: J. ~. Curran, David Smith~, H.P. Whitehurst. <br /> <br /> Motion of Mr. SmLith that the matter be re£er~ed to the ~ayor and City Manager for im - <br />mediate consideration and correction, was adopted. <br /> <br /> 58-~29 - "I wish to submit my resignation as s Trustee of the City of Portsmouth Sup - <br />plemental Retirement System and the Port~outh Fire and Police Retirement F~nd% Due to my present position, I fee] <br />that I should not serve as a Trustee. <br /> It will be n~cessary to elect another City employee as the ordinance requires <br />three private citizens and two city members to constitute the Board." <br /> <br /> Motion of Mr. Weiseman that Mr. Johnson's resignation be accepted with an expression o~ <br />appreciatio~ for his services, was adopted. <br /> <br /> Motion of Mr, Bartlett to go into the election of a'Trustee of the Portsmouth Supple- <br />mental Retirement System was adopted. <br /> Mr. Weiseman nominated ~. D. Murden. <br /> <br /> Motion of Mr. Breedlove ~hat nominations he closed was adopted. <br /> <br /> On motion of Mr, Weiseman, X.D. Murden was elected a trustee of the Portsmouth Supple- <br />mental Re~irem~n~ System and the Portsmouth Fire and Poli~e Retirement Fund. <br /> <br /> 58-330 - "I am submitting the attached ordinance c~ncerning the marking of private <br />driveways and recommend that it be placed'on first reading. I feel ~hat this ordinance is necessary due to the <br />present cost involved. It costs the City $10~8~ to paint each driveway an8 this means an annual expenditure of <br />approximately~$2,000.00 a year." <br /> <br />Motion of ~lr.. Breedlove that this matter Be tabl~ for further study was adopted and <br /> <br />by the following vote: <br /> <br />Ayes: Bartlett, Breedlove, Walker, Weiseman <br />Nays: Baker: Seward~ Smith <br /> <br />Ordinance ~ "AN ORDINANCE TO AMEND ARTICLE VI, CHAPTER~30, OF THE CODE OF TPLE <br /> CITY,OF PORTSMOUTH,~lp51, BY ADDING THERETO A NEW SECTION NIIMBERED <br /> 30-83.1: PROVIDING FOR MARKING OF ~RIVATE DRIVEWAYS UPON APPLICATION <br /> A/VDPAYMENT OF FEE" <br /> <br /> 58-331 - "I am submitting the State Auditor's report covering the period of January 1, <br />1958 through Sepeember 5th, 1958 for Robert F. McMurran, Clerk of the Hustings Court and the period of September <br />6th through September ISth, 1958 for Miss Margaret B. Williams, Acting Clerk of the Hustings Court." <br /> <br />On motion of Mr. Breedlove the repqrt was received and filed. <br /> <br /> 58-332 - "At a previous COuncil meeting, I recommended that the architectural firm of <br />Williams, Coils and B lanchard & Associates be employed ~o design the first floor in the Seaboard Air Line Build- <br />ing. <br /> I am now redommending that this action be rescinded by the City Council and <br />that I be authorized to employ Architectural kssociates. I find it necessary to make this change due to pre- <br />vious commitments of Williams, Coils and Blanchard." <br /> <br />Motion of Mr. Weiseman to concur in the recommendation of the ~City Manager,was adopted. <br /> <br /> 58-333 - "It is in order at this time to hear from Councilman Breedlove in 'reference <br />to a resolution concerning Mr. Donald Sandie.~' <br /> <br /> "M~ ' <br /> · . President, cat.our last ~me~ting on October 14, 1958, this Council, by a vote of <br />5 to 2, indicated that the Council had ~no confidence' in Mr. Donald H. Sandie continuing to serve as a member <br />of the City Planning Commission. <br /> It would appear that the effecf of that ~no confidence~ vote has been misunderstood. <br />Accordingly, I move the adoption of the following resolution: <br /> <br /> "Whereas, Mr. Donald H. SandiD, a member of the Planning Commission of the <br />City of Portsmouth, saw fit to represent parties in interest in behalf of Nor- <br />folk County in the annexation proceedings between the City of Portsmouth and <br />the Cou/lty of Norfolk; and, <br /> Whereas~ it was felt by the membgrs of this Council that Mr. Sshdie~s ser- <br />vice on the Planning CoEmission was incompatible with his representation of par- <br />ties in the interest of Norfolk County and in conflict with the interests of <br />the City of Portsmouth; an~, : <br /> ~hereas, this Council on October .14,_ 1956, by a n~ajority .vote of 5 to 2, <br />indicated that this Counqil had 'no confidence' in ~tr. Donald ~. Sandie contin~ <br />uing to serve o n the City Planning Commission; and, <br /> W!ierea~, notwithstanding the aforesaid votD of 'no confidence' the gentleman <br />in question has indicated through the press that he will not resign his position <br />on the Planning Commission; and, <br /> <br /> <br />
