220 <br /> <br />October 14, 1997 <br /> <br />- UNFINISHED BUSINESS - <br /> <br />97-264 - Rezoning: <br /> <br />(a) Z-97-12 - <br /> <br />PRENTIS PARK AND BRIGHTON NEIGHBORHOOD - James <br /> <br />Mosely, Jr., requests a rezoning from Commercial C-2 and <br />Residential RS-75 to Commercial C-2-K to operate an auto <br />repair facility at 1428 Portsmouth Boulevard, deferred from the <br />September 23, 1997, City Council meeting. (PLANNING <br />COMMISSION RECOMMENDED DENIAL) <br /> <br />Steve Lieberman, P. O. Box 6508, Portsmouth, attorney <br />representing applicant, provided information on the <br />rezoning. <br /> <br />2. E.G. "Tip" Corprew, 1504 Portsmouth Boulevard, spoke in <br /> opposition to the rezoning. <br /> <br />3. Walter J. Carter, Sr., 1401 Watts Avenue, spoke in <br /> opposition to the rezoning. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to allow Mr. <br />Carter two (2) additional minutes to speak, and was defeated by a 3 - 3 vote <br />(Benn, Griffin, Robinett). <br /> <br />4. Thelma J. Carter, 1401 Watts Avenue, spoke in opposition <br /> to the rezoning. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to defer <br />consideration of Z-97-12 until the November 25, 1997 Council meeting, and <br />was adopted by a vote of 6-0. Mr. Martin abstained as his firm represents <br />Mr. Mosely. <br /> <br />- CiTY MANAGER'S REPORT - <br /> <br />97 - 276 - Adoption of an ordinance creating the Clean Community <br /> Commission. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance creating the Clean Community Commission and <br /> defining the terms for membership and the role of the Commission. <br /> <br />PUrpose and Need: <br /> <br />· This ordinance will establish <br /> ongoing Council commission. <br /> <br /> the Clean Community Commission as an <br /> <br />The mission of the Clean Community Commission, its composition, and the <br />terms of its members need to be defined. <br /> <br />Financial Impact: <br /> <br />· Creation of the Commission will have a minimal financial impact. Its members <br /> will be unpaid and its activities will be supported by City in-kind services. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, to adopt the <br />following ordinance, and was adopted by the following vote: <br /> <br /> <br />
