Jemuarv 27th. 1959 <br /> <br />additional benefits relative to paid holidays was referred to me at the last meeting. <br /> I recommend that the attached ordinance be placed on first reading. There 1s one <br />change in this ordinance. Veteran's Day has been included, which was. not. in the current ordinance. <br /> The Union requested the following paragraph in the ordinance: <br /> <br /> ~The City Manager shall allow laborers and other per diem employees of the City, <br />excepz Policemen and Firemen and those employees engaged in work necessarily requiring daily services, pay az the <br />regular rate for holidays thus designated.' <br /> <br /> The present City Code reads as follows: <br /> <br /> 'The City M~ager is hereby authorized to allow laborers and other per diem em - <br />ployees of the City, except Policemen and Firemen and those employees engaged in work necessarily requiring daily <br />services, pay for the holidays thus designated, provided such employees have worked on-the day preceding and the <br />day following the holiday. <br /> [ do not recommend any change in-this paragraph of the City Code." <br /> <br /> Motion of Mr. Weiseman to place the following ordinance on firs~ reading was <br />adopted and by the following vo~e: <br /> <br />Ayes:;Baker, Bartlett, Breedlove, Seward, Walker, Weiseman <br />Nays: Smith ~ <br /> <br /> *Mr. Smith stated, regarding his negative vote, that he thought there should be a change <br />the ordinance vo assure city employees eight holidays in any one year, whether the date for the holiday should <br />fall on Saturday or Sunday. <br /> "AN ORDINANCE TO A~ND SECTION 2-35 OF THE CODE OF THE CITY OF <br /> PORT~MOUTH, VIRGINIA, 1951, CONCERNING LEGAL HOLIDAYS, TO DESIGNATE <br /> VETERANS DAY AS A LEGAL HOLIDAY FOR CITY ~fPLOYEES" <br /> <br /> 59-25 - "On January 16th, 1959, the City Manager and the Superintendent of the Water <br />Deparzmenr me~ with the Committee on the Appomattox Dam Project. Representatives from Norfolk, Newport News, <br />Petersburg,Chesterfield County and Colonial Heights were a~ this meeting as well as representatives from the firm <br />of Wiley & Wilson,Consulting Engineers. This ~as one of a ser~es of m~etings which have been held during the pas~ <br />five months or since the Engineers report has been received~ <br /> According ~o the Engineer's report, it would cost the City approximately Two <br />Hundred undFifty-one Dollars and Night Cents ($25t.08) per million g~Ilons daily or an ek/oenditure Of better tha~ <br />Four HundredThousand Dollars ($400,000; 00) annually, ~ <br /> It was the opinion of the representatives from Ne~rport News, Norfolk and Ports- <br />mouth that it was not economically feasible for these communities to consider t.his project at the present time. ~ <br /> I recommend this action to the Cmty Councml for themr consideration. <br /> <br />Motion of Mr. Walker ~o concur in the Manager's recommendation was adopted, without dis - <br /> <br />senting vole. <br /> <br /> 59-26 - "At the present time the City Attorney does not come under the ordinance provid- <br />ing for the classification of employmen~ and compensation for City employees. It was agreed that a new salary <br />scale would be approved by the Council as of January 1st, 1959. <br /> It is in order to do so a~ this time." <br /> <br /> Motion of Mr. ~alker to concur in the recommendation of the City Manager and that uhe Cit~ <br />Attorney's salary be se~ at $10,700.00, retroactive to January 1st, L959, was adopted, without dissenting vote. <br /> ! <br /> <br /> 59-27 '- "I recommend that the city proper~y at the northeast corner of Queen St. and <br />Sixth Avenue be referred ~o the Plamming Commission ~o consider and recommend whether this property should be ad- <br />vertised for sile. This is the location of the old Monroe Ward Fire Station. The building is in a dilapidated <br />condition and will probably have to be demolished before the property can be sold. <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the~ City Manager to refer to <br />the Planning Commission, was adopted, v~thout dissenting vo~e. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 59-5 - An appropriation in the amount of $43,559.65 from Utility Tax funds for drainage <br />improvements in H~ll's Creek adjacent to the new Port Norfolk School, placed on first re83ding at last meeting,was <br />t~ke~ up. <br /> On motion of Mr. Breedlove, $43~559.65 was appropriated from Utility Tax funds for said <br />purpose, and by the following vote: <br /> <br /> Ayes: Baker, Bartlett, Breedlove, Seward, Smith, Walker, Weiseman <br /> Nays: None <br /> <br /> 59-11 - The request of Ida M. Faison for refund of $8.25, personal property tax, an over- <br />payment, was taken up. <br /> <br /> On motion of Mr. Bartlett, the refund was granted smd by the following vote: <br /> <br /> Ayes: Baker, Bartl&tt, Breedlove, Seward, Smith, Walker, Weiseman <br /> Nays: None <br /> <br /> 58-236 - The question of the election of a Justice of Peace for Jackson Ward was taken <br /> Motion of Mt.
