At a regular meeting of the City Council, held on January 27th, 1959, there were present:

<br />The following resolution was presented by Councilman Seward re former Council-

<br /> Ni Howard, for a
<br />
<br />who had served on the City Council
<br />
<br />"WHEREAS, Mr. J.N. Howard, who at that time represented Washington Ward,
<br /> served for a period of twenty yea~s on the Portsmouth City Council, aud
<br /> WHEREAS, this service demanded~a great deal of time and effort on the
<br /> part of Mr. J.N. Howard, in addition to the attendance of regular
<br /> Council meetings, and
<br /> WHEREAS, many worthwhile projects for the entire City were accomplished
<br /> by the Council during these years of unselfish service by Mr. J~N. Howard,
<br /> and
<br /> WHEREAS, a~ter retirement from the City Council, Mr. J.N. Ho~'ard's interest
<br /> in civic affairs has not ceased, as evidenced by his attitude of' co-operation
<br /> with his successors,
<br /> THEREFORE, Be it Resolved by the Council of the City of Portsmouth,Virginia,
<br /> in session assembled on this 2?th day of' January, 1959, that the valuable
<br /> contribution to ~the progress of the City made by Mr. J.N. Howard through his
<br /> years of service on the City Council be acknowledged with sincere gratitude,
<br /> and
<br /> Be it Further Resolved, that s copy of this resolution be sent to Mr.J.N. Howard,
<br /> and that it be made a part of the permanen~ records of the City Council.

<br /> Appropriate remarks were made by each of the Councilmen and responses ~ere made by the
<br />four recipients of the resolutions, without suspension of the'rules,'they being ex-officio members of the Council
<br />The Council then recessed for five minutes ~o allow time for congratulations.

<br />The following reports from the City Manager were read:

<br /> 59-21- "I submit3the attached ordinance and recommend that it be placed on first
<br />reading. Under the preseu~ Zoning O~dinance, laundromats are restricted re the 'G' Commercial Zone. Primarily
<br />the 'G' Commercial District is the main business district of the City2
<br />
<br /> 'F' Local B~siness zones are for small nelghbGrhood shopping areas and this
<br />classification also restricts businesses to the number of employees that a business can employ.
<br /> This ordinauce was a~proved by the Planning Commission."

<br /> Motion of Mr. Weiseman ~o place the following ordinance on first reading was adopted,
<br />without dissenting vote:

<br />AN ORDINANCE TO AMEND SECTION ~2-30 OF ARTICLE VIII OF THE CODE OF THE
<br />CITY OF PORTSMOUTH, VIRGINIA, 1951, TO PRESCRIBE ~SE REGULATIONS IN 'F'
<br />LOCAL BUSINESS DISTRICTS, TO PROVIDE FOR OPERATION OF LAUNDROMATS THEREIN"
<br />
<br /> 59-22 - 'It is proper at this time to elect two members to the ~inimum Housing Board.
<br />This is necessary to fill the unexpired term of Mr. 3~.D. Steele. His term will expire December 31, 1960. Mr.C.H.
<br />Hunter's term expired December 31, 1958. This membership on the Minimum Housing Board would be for a three year
<br />~erm expiring December 31, 1961."
<br />
<br /> Motion of Mt.Bartlett to table until the next regular meeting of the Council, was
<br />adopted, without dissenting vote.
<br />
<br /> 59-23 - "The question of allowing City employees time off to vote on election days was
<br />referred back to me for further investigation. I find that the NoMfolk Naval Shipyard allows their employees
<br />one hour off to vo~e in elections in the City.
<br />
<br /> It was the opinzon of some employees in the Navy Yard that very few employees
<br />took advantage of this hour due to the fact that they had emple time to vote a~ter they left work as they are muc]
<br />more restricted in their employment than are city employees.
<br />
<br /> I~do not feel it ~s necessary to grant City employees special time off to
<br />vo~e. Since the polls are open from ~:00 A.M. to ?:00 P.M., I do no~ recommend that we allow any time off."

<br /> Motion of Mr. Bartlett to concur in the recommendation of the City Manager was adopted,
<br />withou~ dissenting vote.
