<br />petty within the City limits as A Single Fami~ Dwelling District and require that in the future any person desir-
<br />ing rezoning o5 uny property, supply proof of ownership and a survey of the property if so required by the Build-

<br /> 1st - Motion of Mr. Weiseman %o concur in the recommendation of the Planning Commission
<br />und that the City Manager: be authorized to advertise the property a~ 528 Queen St. for sale, was adopted, without
<br />dissenting vote.
<br /> 2nd - ~tion of Mr~ Walker that an ordinunce amending Section 26-38 of the City Code to
<br />delete the 100 foot setback on Randolph St,, be placed on first reading, was adopted, v~thout dissenting vote.
<br />
<br /> 3rd - Moti~m of Mr. Bartlett to concur in the reconm~endation of the Planning Commission
<br />and that the City Mamage~ be authorized to advertise the lot at the northeast corner of Sixth Ave. and Queen St.
<br />for sale, was adopted, without dissenting vote.
<br />
<br /> 4th - Motion of Mr.Weiseman.to place the following ordinance on first reading was
<br />adopted and by the following Mote:

<br />Clerk was requested to record in the minutes of this meeting the following:

<br /> 'Motion of Mr. Bartlett that we recommend to the Council, in regular session, the closing
<br />of~treets in the Lincoln Park Housing Project, 'subject to the Planning Commission's review of the details, was
<br />adopted und by the following vote:

<br /> 5th - Motion of Mr. Walker that the City Attorney be authorized to prepare an ordinance
<br />in accordance with the recommendation of the Planning Commission regarding rezoning all unzoned properzy in the
<br />City as A Single Family Dwelling, was adopted, without dissenting vo~e.
<br />
<br />59-44 - The iollowing comml~nication from the Shea Terrace Garden Club was read:
<br />
<br /> "On behalf of the Shea Terrace' Garden Club we are appealing to you ~or curbs
<br />and gutters in the 2000 block of ~ S~., which is at the north end of Sixth Ave. School. The adjoining block of
<br />Ann St. already has curbs and gutters. This would be a great help for the surrounding residents as well as the
<br />parents, teachers und' children who use this s~reet~ as the main entrance to the school. With the' absence of curbs
<br />and gutters ~n this block, rain is continually washing all the soil into the creek below. Hoping you will give
<br />this matter your earliest attention, we remazn - signed Mrs. Louis Temple, Chairman,Civic Committee."

<br /> M~tion of Mr. Smith that~£his request he referred to the City Munager, zo be in -
<br />cluded in his curbs and gutters prog=am, was adopted, without dissenting vote.

<br />59-45 - The following communication from the Commissioner of Revenue was read:
<br />
<br /> "Please be advised that Edward H. Adams was assessed £or tungible personal propert
<br />in 195g, valued at $800.00 with taxes amounting to $22.00 and also in the name of Edward Harris und Mabel Adams
<br />valued a~ $3~380.00 with tmxes amounting to $92.95.
<br /> The t~xpayer has paid both tax bills, but the assessment on tax receipt #16626 is
<br />an overpagment, since this was a trade-in on auto assessed on other t~x notice. As this is definitely un errone-
<br />ous assessment, we sincerely request that a refund in the amount of $22.00 be made to the taxpayer."
<br />
<br /> Motion of Mr. Weiseman to place this refund in the amount of $22.00 on ~irst read-
<br />ing, was adopted, without dissenting vote.

<br />59-46 - The iollowing petition was presented by Chas. R. Richardson:

<br /> "WHEREAS, the area of the City of Portsmouth generally bounded by Deep Creek
<br />Boulevard, the Belt Line Railroad,Dale Homes P~ojec~ und Elizabeth Street, has been knowm for generations as
<br />Lincoln Park, and
<br /> WHEREAS, the area o~ the City of Portsmouth generally bounded by Fort Lane,
<br />Emmett, Green and North Streets, has been known for generations as Lincolnville, .and

<br /> WHEREAS, both areas have been populated for generations by private colored
