<br /> WHEREAS, the name of Abraham Lincoln, the Great Emanqipator, has been used as a

<br />part of the name of these two areas, in
<br />colored race should not be a kept race,
<br /> WitEREAS,
<br />to the ground, eradicating all trace of
<br /> WHEREAS,
<br />unless Providence intervenes, and
<br />
<br />fond remembrance and honor Go a man revered for his belief that the
<br />whether by pri~ate citizens or by public dole, and
<br />the area described above as Lincoln Park has been demolished and leveled
<br />private ownership, and
<br />the area described above as Lincolnville is ~lated for the same fate
<br />
<br /> ~tEREAS, the Federal Housing Authority of Portsmouth has published its intention
<br />to build multiple quarters on the site and graveyard of Lincoln Pa~k, and
<br /> WMEREAS, the Federal Housing Authority of Portsmouth is in the process of plan -
<br />ning to sell the bare land of Lincolnville, when cleansed and innocent of blight, back to other private citizens
<br />for use in furthermng their own private fortunes, and
<br /> WHEREAS, such action is. in complete disagreement with the word and spirit of the
<br />Constitution of the United States which states in the ~ifth Amendment thereto:
<br /> -, nor be deprived of ~ife, liberty, or property, Without due process of law;
<br /> nor shall private property be taken, for public use, without just compensation."
<br /> and
<br /> V~EREAS, such action does no honorj but is razher an injustice, to the memory
<br />and name of Abraham Lincoln~ be it hereby
<br /> RESOLVED, that the Council of the ~ity of Portsmouth direct the Housing Authority
<br />to desist in the use of the name Lincoln in connection with any hpusing projecz erected on the ashes of Lincoln
<br />Park and that it also desist in the use of the name Lincoln in connection with any plans or projects if and
<br />when they are consumated in the future in the area presently known as Lincolnville."

<br />Mr. Richardson and Rev. U.G. Wilso$ spoke for the petition.

<br /> Motion of Mr. Smith that this be referred to the Committee of the Whole to be
<br />considered with o~her Housing matters under consideration at this time, was adopted, and by the followiz~ vote:

<br />The following commanica%ion from the Superintendent of Schools w~s read:
<br />
<br /> "As has been reported in the local press, approximately ~wenty persons were in -
<br />jured in varying degrees because of the collapse of a section of bleachers in the Woodrow Wilson gym on February
<br />3~ 1959.
<br /> There is no liability insurance to cover this anfortunate occnrrence, largely
<br />because of immanity from liability bestowed upon school operations under our State l~w. ~owever, we feel we
<br />have a ~oral obligation tG m~ake a contribution toward out-of-pocket me~ieal expenses incurred by these persons.
<br /> We respectfully request your concurrence in .our proposal to make such payments
<br />where warranted either from available funds in our current operating budget or in the hands of the Athletic
<br />Association, or from both. A study is ander way to determine the feasibility of obtaining liability insurance
<br />with waiver of governmental immunity."
<br />
<br /> Motion of Mt. Smith that this matter he referred zo the conference with the School
<br />Board, was adopte~ without dissenting vote.
<br />
<br /> 59-48 - Motion of Mr. Walker that the Council request the Housing Authori~ To
<br />keep the. City Council informed step by step of the action leading up to the time the City would be requested to
<br />close streets, before the Planning Commission takes action and before any commitmenz is made mn regard to street
<br />closings, was adopted, without dissenting vote.

<br /> Motion of t~r. Bartlett ~hat the time ~or the meeting be extended, since it is now
<br />past eleven P.M., and that all action taken after eleven P.M. be confirmed, was adopted, %~thout dissgnting vote.
