The Ledger-Star is <br /> o <br /> <br />plarining to publish an 8 ~o 12 page section of Industrial appreciation about March 20th, 1959, at the request f <br />the Portsmouth Industrial Commission. <br /> I recommend that this re-allocation of fun~s be approved." <br /> <br /> Motion of Mr. Weisemau to concur in the recommendation of the City Manager was adopted, <br />without dissenting vote. <br /> <br /> 59-65 - "I am submitting the following resolution and reconmlend its adoption. This <br />resolution is mn opposition to a Bill inIroduced in Congress. The Bill HR 5096 would for the first time place <br />a federal tax on the interesz from bonds issued by local public housing agencies. <br /> This would increase the amount of interest that would have ro be paid for <br />housing bonds; thereby creating greater federal sbusidy in the future to keep rents low in public housing for <br />low income families. <br /> In previous attempts by Congress to tax local bonds, exper~ testimony esti - <br />mated that federal taxation of municipal securities would increase the cost of municipal borrowing by higher <br />interest rates of one ro one and one-fourth per cen~ per annum. <br /> The basic reason for opposing this Bill is that it would establish a most <br />dangerous precedent of allowing the federal government ~o control local governmen~ through the power to tax. <br /> <br />Motion of Mr. Breedlove to table was lost. <br /> <br />On motion of Mr. Smith, the following resolution was adopted, and by the following vote: <br /> <br />"WHEREAS, it has been proposed in the Congress of the United States that municipal <br />housing authority bonds be subjected to taxation by the federal government, and <br />WHEREAS, if adopted, this proposal would be the beginning of s movemen~ to subject <br />all municipal and s~ate securities ~o federal taxation, thereby greatly hampering <br />the undertaking and accomplishment of local projects and purposes, con~ra To consti- <br />tutional principles and the announced desire of the federal government To promote <br />greater local responsibil±ty and participation in publi~ works, <br />NOW, I~IEEEFORE, Be it Resolved hy the Council of the City of Portsmouth, Virginia, <br />tha~ taX~tio~ by the federal government of any type of municipal or state security <br />would constitute an unwarranted and unconstitntional impedimen~ ~o accomplishment <br />of the purposes of local government; that any proposal in the Congress ~o subject <br />municipal or state securities to federal taxation should be opposed vigorously; and <br />that a certified copy of these resolutions be sent by the City Clerk To the Congress- <br />man and Senators representing the people of this City in the Cor%gress." <br /> <br />Ayes: Baker, Bartlett~ Breedlove~ Seward, Sm~th,Weiseman <br />Nays: W~lker <br /> <br /> 59-66 - "The City-o~wned proper~y at 528 Queen St. was auctioned on March 9th, 1959. <br />There was only one bid in the amonn~ of $15,000.00.
