<br />At a regular meeting of the City Council, held on March 10th, 1959, there were
<br />
<br />B.W. Baker, A.C. Bartlett, W.R. Breedlove, n.B. Seward, R. Irvine Smith,
<br />George R. 5~alker, H. E. Weiseman, A.P. Johnson,Jr.,City Manager, and
<br />J.S. Livesay, Jr., City Attorney.
<br />
<br />The meeting was opened with prayer by Mr. Bartlett.
<br />
<br />The following reports from the City Manager were read:
<br />
<br /> 59-59 - "The complaint concerning the soot emanating from the Portsmouth Diaper
<br />Service referred to me at a previous meeting, has been investigated.
<br /> The Fire Prevention Bureau advises me that the heating plant is fired by an
<br />automatic stoker. The stoker is in proper working condition and the proper type of fuel is being used. The Bu -
<br />reau states that the mnly way this nuisance can be eliminated is to remove the present plant and install a new
<br />one using a type of fuel that does not create soot. The stack on this heating plant does not have a spark ar -
<br />rester and even if one were used, it would not stop the smoke and soot from coming out. The City does not have
<br />an Anti-Smoke law."

<br />Motion of Mr. Smith to suspend the rules to hear from interested parties,was adopted
<br />
<br />Mr. J. J. Kirchmier spoke.
<br />
<br /> Motion of Mr. Weiseman that the report of the City Manager be received, with the under.
<br />standing that further.~formatimn will be presented in the matter, was adopted, and by the following vote:
<br />
<br />Ayes: Bartlett, Breedlove,Seward, Weiseman
<br />Nays: Baker,Smith,Walker
<br />
<br /> 59-60 - "The Tidewater Drama Association has requested the City to advance $5,000.
<br />to aid the Association in reopening the play "The Confederacy". The City appropriated $10,000.00 last year for
<br />the opening of this drama. It is the plan of the Association to reimburse the City this money when profits are
<br />showua.
<br />
<br /> The cities of Norfolk, V~rginia Beach, South Norfolk, and the counties of
<br />Princess Anne and'Norfolk County are participating in this. I recommend that this matter be deferred until fur-
<br />ther iD-formation can be obtained."
<br />
<br />Motion of Mr.Breedlove to concur in the Manager's recommendation was adopted, without
<br />
<br />dissenting vote.
<br />
<br /> 59-61 - "I submit the following ordinance and recommend that it be placed on first
<br />reading. This ordinance establishes the real estate tax an the rare of $2.50 per hundred and the personal l~operl
<br />tax ai $2.75 Der hundred. These are the same rates as for the previous years.
<br />
<br />On motion of Mr. Breed!ove, the following ordinance was placed on first reading,
<br />
<br />without dissenting vote:

<br />"AN ORDINANCE IMPOSING AND COLLECTING TAXES ON REAL ESTATE, TANGIBLE PERSONAL
<br />PROPERTY ~ AIACItINERY WITItIN THE LIMITS OF THE CITY OF PORTSMOUTH, VIRGINIA,
<br />FOR 'rti/~ PURPOSE OF RAISING KEVENUE FOR THE SUPPORT OF THE GOVERN~LENT AND T~E
<br />PUBLIC FREE SCHOOLS AND TO PAY INTEREST AND SINKING FUND ON THE PURLIC DEBT
<br />FOR THE YEAR BEGINNING JANDARY 1, 1959."

<br /> 59-62 - "I submit the following ordinance and recommend that ~ be placed on first
<br />reading. This is an ~unual ordinance which the City is required to adopt w/qich enables the City to share in the
<br />tax on bank stock imposed by the State of Virginia. This tax is paid by the Bunk and nor the individual stock
<br />holder.
<br />
<br />Motion of ~r. Weiseman to place the following ordinance on first reading was adopted,

<br />without dissenting vote:

<br />"ANORDINANCE IMPOSING TAXES ON SWARES OF STOCK OF BANKS LOCATED IN THE
<br />CITY OF PORTSMOUTH FOR TILE YEAR ~959 AND ANNUALLY TMEREAFTER, FIXING TItE
<br />RATE AND REQUIRING THE PAYME~ TtLEREOF, REQUIRING CERTAIN REPORTS, AND
<br />PRESCRIBING PENALTIES FOR THE VIOLATIONTHEREOF"

<br /> 59-63 - "I am reporting the following information concerning County Street, Traffic
<br />counts.~were taken on February 19th, 24th and 26th, with the followang results:
<br />
<br />County St. between Fifth Ave. and Sixth Ave. averaged 8,345 cars in a 24
<br />hour period.
<br />County St. between Green St. and Washington St. averaged 6,922 cars in a
<br />Z4 ke~/rperiod.
<br />County St., between Washington and Dinwiddie Sts., averaged 5,475 cars in
<br />a 24 hour period.
<br />
<br /> In a traffic count taken in Augu~z of 1957 the average namber of vehicles
<br />on County St. was 10,025 between Fifth and Sixth Avenues. The average number of vehicles on County St. between
<br />Green and Washington Sts. was 9~250. There ~as no count made between Washington and Dinwiddie Sts.
<br /> I have had a study made by a traffic engineer concerning the County St.
<br />situation. ~$~ile I do not have his ~eporr in writing at this time, I have discussed the problem witk him. It is
<br />his opinion that County St. should remain a one-way street; however, he does recommend that we should consider
<br />reversing County St. one way west from 4:00 to 6:00 P.M. To accomplish this would require some man power
<br />if it were done on an exper~uental basis. To reverse this street on a permanent basis would require an expen -
<br />diture of approximately $3,000.00for the proper neon signs at the street intersections.
