WHEREAS, PUrsuant to.th~!~Housing and Community Development <br />Act of 1974, as amended (Act), a~d the Cranston - Gonzalez National <br />Affordable Housing Act of 1992, as amended, (Act) financial assistance is <br />provided to enable localities to provide decent housing, establish and <br />maintain a suitable living environment, and expand economic opportunities <br />for Iow to moderate income residents; and <br /> <br /> WHEREAS, each of the three community planning and development <br />programs (Community Development Block Grant, HOME, and the <br />Emergency Shelter Grant) will be operated on a single consolidated <br />program year; and <br /> <br /> WHEREAS, the required public hearing has been held and the City <br />Council has reviewed the Proposed 1998-2002 Consolidated Plan and the <br />1998 Action Plan's Statement of Objectives and Use of funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official action <br />regarding the 1998-2002 Consolidated Plan and the 1998 Action Plan (Plan) <br />to corn ply with the regulations of the aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under the <br />Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to direct that <br />safeguards be established to protect employees from using their position <br />for a purpose that gives the appearance of being motivated by a desire for <br />private gain for themselves or others, particularly those with whom they <br />have family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said 1998-2002 Consolidated Plan <br />and 1998 Action Plan's Proposed Statement of Objectives and Use of <br />Funds appropriate to meet the needs of the City and, therefore, acceptable. <br /> <br /> NOW THEREFORE, BE iT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the 1998-2002 Consolidated Plan and the 1998 <br />Action Plan's Proposed Statement of Objectives and Use of Funds having <br />been reviewed and considered, said plans be and hereby are approved in <br />all respects, and the City Manager is hereby authorized to fi le the Final <br />Statement of Objectives and Use of Funds and any additional information <br />as may be required with the Department of Housing and Urban <br />Development in order to obtain funding for the Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated as <br />the certifying office and authorized representative of the City of <br />Portsmouth and shall provide assurances as required of the locality by the <br />Act for the approval of the Program." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, HOlley <br />Nays: None <br /> <br /> MotiOn by Mr. Clemons, and seconded by Mr. Martin, to adopt the <br />following Ordinance, and Was adOpted bY the following vote: . <br /> <br />"AN ORDINANCE TO APPROPR ATE $4,817,000 FOR IMPLEMENTATION <br />OF THE 1998 ACTION PLAN COMPONENT OF THE CITY'S CONSOLIDATED <br />COMMUNITY PLANNING AND DEVELOPMENT PLAN." <br /> <br /> <br />
