October 28. 1997 <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION APPROVING AMENDMENT NO. 1TO THE SHEA <br />TERRACE CONSERVATION AND REDEVELOPMENT PLAN FOR THE SHEA <br />TERRACE CONSERVATION AND REDEVELOPMENT PROJECT. <br /> <br /> WHEREAS, this Council, by resolution adopted October 28, 1997, <br />approved a Conservation and Redevelopment Plan for the Shea Terrace <br />Conservation and Redevelopment Project, Portsmouth, Virginia (Plan); and <br /> <br /> WHEREAS, there has been presented to this body for consideration <br />and approval, a copy of an amended Plan for the project area; and <br /> <br /> WHEREAS, Amendment No. 1 proposes to designate additional <br />properties as "To Be Acquired"; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions that are <br />imposed by the provisions of the Housing and Community Development <br />Act of 1974, as amended, including those prohibiting discrimination <br />because of race, age, color, religion, familial status, handicap, sex or <br />national origin; and <br /> <br /> WHEREAS, in the judgment of this Council, it is in the interest of the <br />City and its inhabitants that the said Amendment be approved. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That regarding Amendment No. 1 to the Conservation and <br />Redevelopment Project, it is hereby found: <br /> <br /> (a) That the objectives of the Shea Terrace Conservation and <br />Redevelopment Project, Portsmouth, Virginia, can be b~tter achieved by <br />the adoption of said Amendment to the Plan. <br /> <br /> (b) That Amendment No. 1 meets the requirements of a plan <br />for a conservation and redevelopment project pursuant to Chapter I of <br />Title 36 of the Code of Virginia, 1950, as amended. <br /> <br /> 2. That Amendment No. 1 to the Shea Terrace Conservation <br />and Redevelopment Plan for the Shea Terrace Conservation and <br />Redevelopment Project, having been duly reviewed and considered, is <br />hereby approved and adopted and the City Clerk is hereby directed to file a <br />copy of said Amendment with the minutes of this meeting." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the <br />following resolution, and was adopted by the following vote: <br /> <br />"A RESOLUTION APPROVING THE 1998-2002 CONSO[~IDATED PLAN AND <br />THE 1998 ACTION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA, <br />AUTHORIZING THE CITY MANAGER TO FiLE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S 1998 COMMUNITY PLANNING AND DEVELOPMENT <br />GRANT ENTITLEMENT. <br /> <br /> <br />
