October 28. 1997 <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97 -287 -Adoption of an ordinance to appropriate $114,979 of the HOME <br /> Program Income for HOME Program eligi hie activities in 1997. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $114,979 of the Program <br /> Income for HOME Program eligible activities in 1997. <br /> <br />Purpose and Need: <br /> <br />This appropriation will be used for eligible activities including <br />acquisition, rehabilitation and new construction for Iow income <br />homebuyers in this City. <br /> <br />Financial Impact: <br /> <br />· Funds in the amount of $114,979 have been received from sale and rent <br /> of properties acquired/rehabilitated with HOME Program funds. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to adopt the <br />following ordinance and was adopted by the following vote: <br /> <br />"AN ORDINANCE TO APPROPRIATE $114,979.00 OF 1997 HOME <br />PROGRAM INCOME FOR HOME PROGRAM ELIGIBLE ACTIVITIES." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97 - 288 - Adoption of an ordinance amending Sections 38-40 (c) and (d) of <br />the City Code pertaining to Water Service Connections. <br /> <br />Recommendation: <br /> <br />Adoption of an ordinance to amend the City Code to provide that any <br />water service connection, between the main and the meter, installed <br />prior to July 1,1962 may be repaired or replaced, and thereafter <br />maintained by the Department of Public Utilities upon a no cost <br />conveyance of the line to the Department. Further, that such <br />conveyance shall be deemed to have automatically occurred once the <br />service line begins leaking or its meter cut-off fails to operate. <br /> <br />Purpose and Need: <br /> <br />The present policy (adopted in 1962 and amended in 1971) provides that <br />water service lines, between the main and the meter_, installed prior to <br />July 1, 1962, are the property of the homeowner. <br /> <br />If these lines leak or their cut-off valves fail, then the homeowner has to <br />convey the line to the City by written deed and pay 1/2 the current <br />service line fee i.e., $250. <br /> <br />Even with written notification to new customers this is a little <br />understood, hard to administer and punitive policy to enforce. The <br />Department of Public Utilities has routinely replaced, without charge, <br />homeowner owned water service lines when replacement water mains <br />are installed in neighborhoods or when neighborhood drainage <br />projects necessitate the rebuilding or replacement of a street. <br /> <br /> <br />
