<br />As many of you know, industry is already being driven away from many large urban centers for various reasons.
<br />In fairness to those who conceived the presently proposed ordinance, it appears that consideration was given to
<br />the effect of this tax qn industry since no tax will be imposed on that portion of a monthly bill which exceeds
<br />$200. So much on our reeling'toward this hype of tax in general.
<br /> If Council feels that ~udget requirements are such that increased taxes must be im -
<br />posed on utility services, it is obviously necessary to change the present ordinance. It is.mur feeling that
<br />the proposed ordinance takes intQ accounn and reduces some of the discriminatory features whioh so often exist.
<br />We would naturally, rather M ye all excise taxes removed. Next to that we would rather have no additional taxes
<br />imposed. If neither of these courses are possible in order to meet the budget needs of the City, we are of the
<br />belief that the propoeed ordinance is as satisfactory as can ~e designed."

<br />reading.-Tkis ordinance amends the Cigarette Tax Ordinance to include a tax on all forms of tohaGco.. The rate
<br />on cigarettgs does not change~t adds a tax of .$0.01 or fractional part ~hereof of the retail price at which
<br />any other tobacco product is sold.
<br /> These funds will go into the operating budget of the City.

<br />recommend tha~ the proper city offici~lsbe authorized to sign. This agreemen~ permits the Portsmouth Water
<br />Department to flood certain land of the Virginian Railroad located in Nansemo~d County. This agreement also re -
<br />quires the Virginian Railroad to perform certain work on'its road bed andgives the Water Department the right
<br />to remove all trees and vegetation as may be required ~o protectthe quality of th~ water impounded.
<br /> This is necessary for the construction of Lake Meade,"

<br /> 59-126 - "The City proper~y at 528 Queen Street was auctioned on May llth, 1959. There
<br />was one bid by Monsignor Goevart, in the amount of $22,000.00.
<br /> I recom~.end that this property be sold to Monsignor Goevart for the sum
<br />of $22,000.00 and t~hat the funds be deposited in the General Capital Improvement Fund."

<br /> 59-127 - "The City property at the corner of Chestnut and County Sts. was auctioned
<br />on NL~y llth, 195~. The highest bid was from A.A. Bangel in the amount of $1,.050.00. I recommend that'this bid
