<br />Planning Commission and one member appointed from the School Board with three citizen, members with no connection
<br />with the City Government.
<br /> Due to the number of School Playgrounds and School facilities used by the Recrea-
<br />tion Department, I believe it is advantageous to have a member from the School Board on this Commission.
<br /> For future planning o£ playgrounds, I believe it would be helpful to have a
<br />member oi the Planning Commission on this Board.
<br /> Under this proposed ordinance, the Recreation Commission would work directly with
<br />the City bianager.'1
<br />
<br />Motion of Mr. Weiseman ~o place the following ordinance on first reading:

<br /> "A~NORDINANCE TO AMEND THE CODE OF THE CITYOF PORTSMOUTH, VIRGINIA,
<br />1951, BY ADDING TO CHAPTER 2 THEREOF A NEW ARTICLE~NUMBERED XII, ESTABLISHING
<br />A DEPARTMENT OF RECREATION AND PARKS AND PROVIDING_FOR THE OPERATION'AND
<br />CONTROL THEREOF"
<br />
<br /> Motion of Mr. Breedlove no amend the ordinance hy deleting the word "appointed"
<br />wherever it appears in Section 2-85 (except where it refers to a member of the Planning Commission) and substi-
<br />tuting the word "elected", was a~opted, without dissenting vote.
<br />
<br /> Vote being taken on Mr. Weiseman's motion, the ordinance, as amended, w as placed on first
<br />reading, without dissenting vote.
<br />
<br /> 59-130 - "I recommend that the following matter be referred to the Planning Commission
<br />with the request that they report these matters to the City Council prior to May 26th, 1959:
<br />
<br />1. A recommendation as to the rezoning of a portion of the old Jefirey Wilson Home site lying west
<br /> of Broad Street and north of North treet; this property to be rescued Light Industrial, the
<br /> Planning Commission also to consider this rezon~ng without holding a public hearing.
<br />2. The Planning Commission no report on the sale of the above=mentioned property prior to May 26th,
<br /> 1959."
<br />
<br /> Motion- of Mr. Breed_love to concur in the recommendation of the City Manager was adopted,
<br />without dissenting vote.
<br />
<br />59-131- ~he City Manager presented the following resolution:
<br />
<br />"WHEREAS, the health and welfare of the~youth of the City of Portsmouth have
<br />~een enhanced greatly by virtue of the benefits derived from certain civic and
<br />recreational facilities, including the Beamley Community Center, the City Dental
<br />Clinic, the Foundation Boys Club and thee-Oliver Bynum Recreation Center, which
<br />have been' provided and operated in Whole or in part from endowments .created by
<br />Fred W. Beazley, Sr., and members of his immediate family;
<br />
<br /> WIEEREAS, in fulfillment of his ambitio~ to provide educational advantages for
<br />young men without regard to their financial circumstances, the~aid'Fred W~Beazley,Sr.
<br />has established in this City an institution named Frederick College in honor of his
<br />father, where accredited education on the High School and Junior College levels is
<br />or'red, with appropriate emphasis upon religious and military training and close
<br />personal contact between student and faculty.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Councilor the City of Portsmouth, Virginia,
<br />that the appreciation of the citizensof this City for the establishment of Frederick
<br />College and the aforesaid civic and recreational facilities be hereby expressed and
<br />conveyed to the said Fred W. Beazley, Sr., whose philanthropy and regard for the
<br />City of his birth have truly made this City a betterplace in which to live.
<br />
<br /> BE IT FURTHER RESOLVED, that a copy of these resolutions be spread upon the minutes
<br />of the City Council, and a copy be presented to the said Fred W. Beazley, Sr., as a
<br />token of the esteem in w~ch he is held by the people of this City."
<br />
<br />On motion of Mr. Weiseman, the said resolution was adopted, without dissenting vote.
<br />
<br />59-132 - The City Manager presented the following resolution:
<br />
<br /> "W~EREAB, approximately one-~ixth of the total annual appropriations of the City
<br />of Portsmouth in recent years has been for welfare purposes, and
<br /> ~WHEREAS, existing Federal and State laws and regulations hamper local authori-
<br />ties in their efforts to discover and correct certain uses of the funds by welfare
<br />recipients which uses are not intended by the-~atute, and
<br /> WHEREAS, th~ elected officials of the City of Portsmouth are required to appro-
<br />priate fundsfor welfare programs, but are powerless to limit payments to an amount
<br />consistent with maintenance or,life and health, which limit could be accomplished
<br />more easily at the local level.
<br /> NOW, TMEREFOHE, BE IT RESOLVED by the Council of the City of Portsmouth,Virginia,
<br />that existing Federal and S~atelaws and regulations pertaining republic welfare
<br />progmams should receive .immediate study and revision in order to return control and
<br />supervision thereof to the localities, thereby facilitating the discovery and cot -
<br />rection of certain practices which apparently fail to carry out the intent of the
<br />
<br /> BE IT FUR'fliER REsoLvED that o~pies of these resolutions be forwarded by the City
<br />Clerk to all members of the Congress of the ~nited States and the General Assembly
<br />of Virginia representing the people of this City, and that copies also be forwarded
<br />to th~ governing bodies of the cities of Norfolk, South Norfolk, Virginia Beach,
<br />Suffolk, Newport News, Hampton, and ~he Counties of Norfolk, Princess Anne and
<br />
