<br />A TAXON EVERY SALE, AS DEFINED TSEREIN, OF T~BACCOPRODUCTS WITI{IN THE CITY
<br />OF PORTSMOUTH, DEFINING CERTAIN WORDS AND~PHEASES USED THEREIN, FIXING THE
<br />~ATE AND AMOUNT OF SAID TAX, PROVIDING FOR THE PAYMENT AND COLLECTION THEREOF,
<br />AUTHORIZING THE DIRECTOR OF FINANCE TO MAEE CERTAIN RULES AND REGULATKONS RE-

<br />59-144 - The following resolution was presented:
<br />
<br /> '~HEREAS, rail transportation is Vi~Zl to the economic life of the City of
<br /> Portsmouth, within whose bounds are some of the world's larges~ military
<br /> installations; and
<br /> WHEREAS, m~any employees of the Norfolk and Western, V~rginian and Norfolk
<br /> and Portsmouth Belt Line ~will be directly affected and now make their residence
<br /> in Portsmouth. The overall economic .condition o~f the Portsmouth area will suffer
<br /> from any effect placed on said emt)loyees; and
<br /> WHEREAS, any concolidation or merger of railroads leading to por~s of Hampton
<br /> Roads other than Portsmouth will tend to crea~e a hardship on the port of
<br /> Portsmouth for survival as an ~mport-e~or~ center and will detract interest
<br /> of further developing the port; a~d
<br /> WHEREAS, the Portsmouth-Cit~ Council ~believes that any.mergerbetween the
<br /> Norfolk and Western and Uirg&nianRailroads will be detrimen%al to all of the
<br /> citizens of ~ City, in that the overall population will feel the .effects
<br /> of economic decline,
<br /> NOW~ Tt{EREFORE, BE IT RESOLVED, that .the Co--il of the City of Portsmouth, Virginia
<br />oppose the merger of the Norfolk and Western and Virginian Railroads and forthwith
<br />file for leave ~o intervene, to appear 'thereat, ~o present testimony, to produce and
<br />ex~mine witnesses, and to be heard by counsel upon brief ~r oral aTgumen~."

<br />Attorney with the request that l~ ..report back at the earliest possible date, was adopted.

<br /> 59-145.- Tke following letter from the minister and clerk of the First Baptist
<br />Church, South .Portsmouth, was read:

<br /> "There is an old dilapidated two story building across the stre.et from the First
<br />8aptistChu~ch, on the southeast cornerlof~Center and'the west cor~er of Beech St. The aum~er is tSO5 ~t ms
<br />a hazard to the safety of the people and proporty~ It is also a terrible threa~ .to the value of the church
<br />and property owners in the area adjacen~ ~o it.. We, the Pastor, Officials and members of the~ First Baptist
<br />Church, South Por~smeuth~ would appreciate it if you would relieve us of this terrihle~dilerama, by having it
<br />demolished, or brought ~ up to standard living conditions. It is now a hazard.

<br /> Motion of Mr. Weisemupn thn~-necessary anthorit~ be .extended the School Board to
<br />purchase thesiie for the proposed Brighton School and'.~o proceed with plans for same immediately, was adopted,
<br />without dissenting vote.
