We.belleve the recor, d will show that for more than a decade the most-sought after
our adherence to the pursuit of this attainment.
We endorse the financing and accomplishment schedule rece~maended by the City Manager
and commend him highly, for his realistic approach to this matter. We sincerely urge the Council to concur in
these recommendations and 19~og~de the means of fulfillment.
To insure fulfillment, we urge that the amendment r~o the Utility Tax Ordinance provide
While we endorse the recommended program in general, we do so with certain reservations
on curbs and gutters. We aEree;wholeheartedly'.witkhis~prepared, statement to City Council, .dated May ~1,1959,
in regard to the Utility Tax increase; with the exception being that Mr; .Johnsen did not specify that the
approximately $~50,000.00 be earmarked for curbs, gutters and storm drainage.
-~ We also cemmendxCity Manager:$chnson~for-recommend~ng a limit on gas and electricit~
for the Utility tax. This removes what we consider a very discriminator~y tax, rand will place gas, and electri-
city on a fair competitive basis with other heating fuels; which will encourage more subscribers for the gas
and electric companies; which in turn will mean more taxes for the City.
We commend this 1959 City Council in their efforts of setting ~to motion a plan
which, if adopted in its proper form, will fulfill a promi-se made by the 1948 City Council, which will long be
remembered by the citizens of 'Portsmouth.
allow the City Manager to complete this program as outlin ed .by him. We believe it is the full intention of
