We aEree;wholeheartedly'.witkhis~prepared,statement to City Council, .dated May ~1,1959, <br /> in regard to the Utility Tax increase; with the exception being that Mr; .Johnsen did not specify that the <br /> approximately $~50,000.00 be earmarked for curbs, gutters and storm drainage. <br /> -~ We also cemmendxCity Manager:$chnson~for-recommend~ng a limit on gas and electricit~ <br />for the Utility tax. This removes what we consider a very discriminator~y tax, rand will place gas, and electri- <br />city on a fair competitive basis with other heating fuels; which will encourage more subscribers for the gas <br />and electric companies; which in turn will mean more taxes for the City. <br /> We commend this 1959 City Council in their efforts of setting ~to motion a plan <br />which, if adopted in its proper form, will fulfill a promi-se made by the 1948 City Council, which will long be <br />remembered by the citizens of 'Portsmouth. <br /> We believe it is _ the full intent of the present City Council to work with and <br />allow the City Manager to complete this program as outlin ed .by him. We believe it is the full intention of <br />City Manager Jo~son <br />Councils. <br /> We urge this City Conncil to assure the citizens, of Portsmouth that the increase in <br />utility taxes is primarily for curbs, gu~ers and storm drainage, by earmarking a minimum of $250,000.00 per <br /> <br /> - ~ ~ ~ If. this C~ity%¢ouncil'will think back eleven years, when: another ~ity Coaneil made a <br />promise to the people of the to be annexed area in 1948; it may have also been the full intent of the 1948 <br />City Council to carry out ~that premise; and if it had been carried out by either that or the succeeding City <br />Councils ~e would not again be faced with this same issue. If the mo~ey is earmarked as suggested, the City <br />Manager can plan this drainage program for the years as necessary to complete and carry it out to a succ'essfull <br />conclusion.
